Um, [00:02:12] and at the hearing, uh, and I'd heard [00:02:14] from some of the residents complaining [00:02:16] about all the trash and and weeds in [00:02:19] front that has been, uh, they got on it [00:02:22] right away. It's all been cleared. And [00:02:23] I've actually heard from two of the [00:02:25] residents over there, uh, saying how [00:02:27] nice it looks. So, uh, that's good. Um [00:02:30] second I um I read an article hopefully [00:02:34] it's accurate the IID has announced that [00:02:37] they are going to start the um new [00:02:40] substation I think across the freeway in [00:02:43] Thousand Palms um next year I believe [00:02:47] it's going to start and to make that [00:02:49] possible uh the city of Rancho Mirage I [00:02:53] think contributed correct me if I'm [00:02:55] wrong over two million for that [00:02:58] [clears throat] [00:02:58] five six million [00:03:00] Oh. Oh my gosh. Uh, [00:03:04] so I I I guess uh uh Councilman DS must [00:03:09] have uh paid some out of his own pocket [00:03:12] to take that up. Uh so it makes a lot [00:03:37] of that uh able to have utilities and [00:03:40] get going, especially the affordable [00:03:42] housing. And speaking of the affordable [00:03:45] housing, uh the uh the first [00:03:51] development, 230ome [00:03:53] units, [00:03:55] um between the dog park and the Home [00:03:58] Depot area is well underway. The land, [00:04:01] they're working on the land, clearing [00:04:02] the land, grading, and so on. Awesome to [00:04:05] see that. Um and just again reminds how [00:04:08] much the city has done [00:04:11] to enable affordable housing well beyond [00:04:15] what the state requirements timing and [00:04:18] everything else to do. I think we were [00:04:20] one of the first to have our housing [00:04:22] element approved of most of the cities [00:04:24] in the state. Um and the city has uh [00:04:29] been very generous in you know the land [00:04:31] and so on to make that possible. Uh so [00:04:34] it's awesome to see that going and along [00:04:37] with that there are three other housing [00:04:40] affordable housing projects that have [00:04:42] come through the planning commission and [00:04:44] approved by the city council. Three [00:04:47] others um and that makes about 500 and [00:04:51] just under 600 so far which is over 50% [00:04:55] of our entire 8-year housing element. So [00:04:58] we're off to a great start. And then [00:05:00] there's another one that's actually the [00:05:02] planning department is working on but [00:05:04] hasn't come through yet. Every year all city [00:06:44] commissions prepare an annual report [00:06:45] summarizing yearly activities to the [00:06:47] city council. Uh the report prepared for [00:06:49] the planning commission covers calendar [00:06:51] year 2025. In 2025, the planning [00:06:55] commission held 10 meetings and [00:06:56] considered and acted upon a total of 16 [00:06:58] projects. Uh planning projects typically [00:07:01] consist of multiple applications and a [00:07:02] total of 33 planning applications were [00:07:05] reviewed uh by the planning commission [00:07:06] in 2025 as part of those planning [00:07:09] projects. Um, some highlights of the [00:07:11] projects reviewed by the planning [00:07:12] commission last year included the Global [00:07:14] Wildlife Discovery Museum, Ritz Carlton, [00:07:18] uh, Ranch Mirage affordable apartments, [00:07:20] the Cotino Town Center sign program, and [00:07:22] a zoning text amendment, which among [00:07:24] other items streamline the permitting [00:07:26] process for wireless communication [00:07:28] facilities. Um, staff is recommending [00:07:31] that the planning commission recommend [00:07:32] to the city council um, to receive and [00:07:34] file the 2025 planning commission um, [00:07:38] report. There was only seven [00:08:34] permits last year in 24 and 20 25. So, [00:08:38] it's uh, just encouraging to see and be [00:08:40] a part of the [snorts] growth in the [00:08:41] city. And I think [00:09:09] what many people don't realize that with [00:09:11] each planning project, there are a whole [00:09:14] bunch of other things that go with it. [00:09:17] and using the uh Rich Carlton U uh [00:09:20] project or development up there as an [00:09:24] example. Um yes, may have been one [00:09:27] planning project, but that included 106 [00:09:30] condominiums, [00:09:32] uh a parking structure underground, [00:09:34] uh meeting convention space, and an [00:09:38] outdoor a really nice outdoor venue uh [00:09:41] in meeting outdoor uh kind of a [00:09:43] park-like setting. So all all of those [00:09:46] things required a massive amount of of [00:09:49] work and uh effort. So uh again uh uh [00:09:55] the the the actual report the numbers I [00:09:59] don't think really say how much work the [00:10:01] planning department is doing. Uh and so [00:10:04] again we all congratulate them and [00:10:07] without the planning department uh we [00:10:09] wouldn't be much up here on the planning [00:10:11] commission. [00:11:14] Okay, [00:11:16] could the staff please give their [00:11:17] report? And that's Joy. [00:11:21] Thank you, Chair Chanter, and good [00:11:23] afternoon, planning commissioners. For [00:11:25] your consideration, today is a [00:11:26] preliminary development plan and a [00:11:28] street name change request for the [00:11:30] Lineia North project. [00:11:34] The applicant is seeking approval for [00:11:36] the construction of nine semi-custom [00:11:38] single family dwellings and a street [00:11:39] name change to Via Linia. The street [00:11:42] name change will not affect existing [00:11:44] addresses outside of the project [00:11:46] boundaries. [00:11:49] The project site is approximately 4.4 [00:11:52] acres and is located on the north side [00:11:54] of Ginger Rogers Road east of Bob Hope [00:11:57] Drive. It is surrounded by existing [00:11:59] single family dwellings. Lineia North is [00:12:02] proposed to be an extension of the [00:12:04] original Lineia project located opposite [00:12:06] of Ginger Rogers Road with a similar [00:12:08] tone and concept. [00:12:12] For a little bit of background, um, [00:12:15] while the original 18 lot subdivision [00:12:18] dates back to 2008, uh, state extensions [00:12:21] kept the map act active until its [00:12:23] recordation in 2018. [00:12:26] The subdivision is separated by Ginger [00:12:28] Rogers Road and the two halves were sold [00:12:31] to separate entities. [00:12:33] The pro current property owner acquired [00:12:35] and developed the south half around 2023 [00:12:39] and a different entity completed the [00:12:41] subdivision improvements for the north [00:12:43] half in uh June 2024. The current [00:12:46] property owner then acquired the north [00:12:48] half uh last year and is proposing to [00:12:51] construct an extension of Lineia called [00:12:53] Lineia North. [00:12:56] So here you can see the completed entry. [00:12:59] All essential utilities such as electric [00:13:02] service are confirmed and ready for [00:13:04] service. [00:13:09] This slide here shows the overall site [00:13:11] plan and the existing lot sizes range in [00:13:14] size from approximately 15,900 to 22,200 [00:13:19] square ft and will have seven new house [00:13:22] plan concepts ranging from uh [00:13:24] approximately 5,000 square ft to 6,300 [00:13:28] square ft constructed on them. Lots two [00:13:31] and three will have the same floor plan [00:13:33] but reversed and with different [00:13:35] elevations. Uh lots eight and nine have [00:13:37] the same floor plans um but have [00:13:40] different uh elevations. Uh lots six [00:13:43] through eight are located on the west [00:13:45] side of the tract and have detached [00:13:48] guest houses. All the proposed plots are [00:13:51] fully compliant with the city's [00:13:52] development standards um while [00:13:55] maintaining the standard 25- ft front [00:13:57] and rear stepbacks and staying well [00:13:59] within the 30% lot coverage limit. [00:14:05] The exterior colors and materials [00:14:06] palette is designed to create a cohesive [00:14:08] yet varied residential streetscape by [00:14:11] using a curated range of neutral tones, [00:14:14] textured masonry elements, and non-re [00:14:16] repeating combinations between adjacent [00:14:18] homes for visual interest and [00:14:20] architectural unity. These exterior [00:14:23] colors range from soft off-whites, taes, [00:14:26] and mid to dark beige and grays. The [00:14:29] frames will be dark brown and the [00:14:31] roofing is a light off-white tone to [00:14:33] complement the facades and to reduce the [00:14:35] visual heaviness. [00:14:38] While all the homes uh select from the [00:14:40] same curated palette, no two adjacent [00:14:42] residences will share the same [00:14:44] combination of exterior colors and [00:14:46] materials. This approach ensures that [00:14:48] there is visual variety along the street [00:14:50] while reinforcing an overall unified [00:14:53] streetscape. The proposed homes are all [00:14:55] singlestory and with the maximum height [00:14:59] being 17 and 12 ft from finished grade. [00:15:03] The city development code allows for a [00:15:05] maximum height of 20 ft. [00:15:09] A few floor plans and elevation will be [00:15:11] highlighted in the following slides. The [00:15:13] floor plans consist of a large open [00:15:15] living entertainment space focused on [00:15:17] the indoor and outdoor connection, a [00:15:20] large independent master suite, guest [00:15:22] bedrooms in various layouts and media [00:15:24] and office spaces. [00:15:27] Lot one has a total of 5,324 [00:15:30] square ft proposed and is designed to [00:15:32] take advantage of the mountain views to [00:15:34] the south uh with a uh pool in the front [00:15:37] yard area. There is a covered outdoor [00:15:40] area in the rear. The maximum height is [00:15:42] 16 feet from the uh the top of the [00:15:46] grade. [00:15:48] Lots two and three have the same floor [00:15:50] plan uh with lot three being reversed. [00:15:53] This floor plan is the smallest of nine [00:15:55] homes at a total of 5,01 square ft [00:15:59] including the threecar garage. The main [00:16:01] private outdoor area is in the front and [00:16:04] uh the house has a maximum height of 16 [00:16:07] and a half feet from top of grade. [00:16:11] Lot 5 is located at the end of the [00:16:13] culde-sac and features a threecar side [00:16:15] loading garage. Uh the house is on the [00:16:18] larger side at a total of 6,17 half [00:16:21] square ft. The main private outdoor area [00:16:24] is also in the front and with covered [00:16:27] private outdoor areas in the rear. The [00:16:29] maximum height of this home is 17 and [00:16:31] 1/2 ft from top of grade. [00:16:35] Lot 9 is located the entry of the [00:16:38] subdivision and adjacent to the [00:16:40] landscape retention basin that fronts [00:16:42] Ginger Rogers Road. The house concept [00:16:45] features a 12t tall architectural wall [00:16:47] that is integrated into the house design [00:16:50] and screens the private outdoor area. [00:16:52] The maximum height of this home is 14 [00:16:55] 1/2 ft from top of grade. The heights of [00:16:58] the homes on the westerly lots adjacent [00:17:00] to the echo development uh are a maximum [00:17:02] of 14 and a half feet. [00:17:08] Detached guest houses uh have been [00:17:10] proposed for the four westerly lots. [00:17:12] These are designed to be architecturally [00:17:14] consistent with the main residence and [00:17:16] will not exceed 12 ft from grade. [00:17:21] So as a part of this middle front yard [00:17:24] typical landscaping is provided. This [00:17:26] landscaping carries a lineal [00:17:28] architectural theme forward utilizing [00:17:30] drought tolerant plantings like mulga, [00:17:32] olive and palivvery trees. Each pallet [00:17:35] will have alternate selection to choose [00:17:37] from for visual diversity. [00:17:40] Lot three. This lot three typical will [00:17:41] apply to lots one through five and [00:17:44] feature the mulga and olive trees along [00:17:46] with various drought tolerant accents. [00:17:51] The lot seven typical applies to lots [00:17:54] six and seven and features mulga trees, [00:17:56] desert museum, palivvery, and Mexican [00:17:58] fan palms. [00:18:05] Lot eight at typical applies to lots [00:18:07] eight and nine and features tepu and [00:18:10] weeping bottle brush trees, Mexican fan [00:18:12] palms, and accent plantings of varying [00:18:14] textures and colors. [00:18:18] The project's been reviewed for [00:18:20] compliance with the California envir [00:18:21] environmental quality act. A mitigated [00:18:24] negative declaration was adopted for the [00:18:26] tenative attract map and a previously [00:18:28] approved preliminary development plan in [00:18:30] 2008. The tenative map expiration date [00:18:33] was automatically extended by the state. [00:18:36] However, the the preliminary development [00:18:38] plan approval expired. This project [00:18:41] remains consistent with the previously [00:18:44] adopted M&D. The changes proposed today [00:18:47] such as the updated architecture uh and [00:18:49] landscaping are minor technical [00:18:51] revisions that do not trigger any new [00:18:53] environmental impacts. Moreover, the [00:18:56] street name change is exempt from SQA [00:18:58] under the common sense exemption and [00:19:01] therefore no further environmental [00:19:03] reviews required. [00:19:08] As a part of the project review, staff [00:19:09] routed the project for comments to city [00:19:12] departments and responsible agencies and [00:19:14] any applicable comments received have [00:19:16] been incorporated into the conditions of [00:19:18] approval. All agencies are expected to [00:19:21] provide service to the project. [00:19:24] In addition, staff received one email [00:19:26] today regarding the request. Those [00:19:28] comments were distributed to the [00:19:30] planning commission prior to the [00:19:31] meeting. Staff recommends that the [00:19:33] planning commission approve the listed [00:19:35] actions on this slide.
