[00:02:18] progress for the Eisenhower Medical
[00:02:20] Center on the campus the new Cardiology
[00:02:23] uh complex and on Country Club uh the uh
[00:02:27] Memory Care administrative and the
[00:02:29] daycare
[00:02:30] so whenever I drive by which is fairly
[00:02:33] often it's a reminder what a great asset
[00:02:36] this that is or Eisenhower Medical
[00:02:39] Center is the city of ranchel Mirage I
[00:02:42] consider it a shining star in ranchill
[00:02:44] Mirage is
[00:02:46] Galaxy and as residents we are extremely
[00:02:49] fortunate to have a worldclass facility
[00:02:52] in the heart of our
[00:02:54] city and remember if you're a patient
[00:02:57] over there and they're late don't get
[00:02:59] upset
[00:03:00] uh it's a very very trying
[00:03:04] uh job to do that whether it's I don't
[00:03:08] care whether it's the housekeeping
[00:03:10] people the nurses the doctors um it's a
[00:03:14] grueling task and we don't often see we
[00:03:17] see the television shows and all that
[00:03:18] sort of thing but it ain't really like
[00:03:21] that underneath uh we have a lot of uh
[00:03:24] family friends doctor families that
[00:03:26] we've known for 25 30 years and and uh
[00:03:30] so I hear about the inside so it it's
[00:03:33] amazing that the uh the care that they
[00:03:36] can
[00:03:37] deliver U and so uh like we lawed and
[00:03:43] appreciate our uh law enforcement and
[00:03:45] our firefighters we should do the same
[00:03:48] appreciation for our Health Care
[00:03:52] Professionals um the second thing is uh
[00:03:55] our general Plan update p is it when's
[00:03:59] the next is it 26 or 27 is that our next
[00:04:02] update they every 10 years so our last
[00:04:05] one was 2017 so they're typically every
[00:04:09] 10year intervals um we haven't scheduled
[00:04:11] one as of today though okay um so while
[00:04:15] it is a way
[00:04:17] away uh it's important that I mean it's
[00:04:20] not that far away because it's such a
[00:04:22] complex
[00:04:23] project um that we remember that our
[00:04:26] mandate is to uh Maxim we want to
[00:04:30] maximize before that our residents and
[00:04:33] our businesses inputs in their
[00:04:35] participation hopefully we'll have study
[00:04:37] sessions and uh public hearings on it
[00:04:43] um our city I think we all know is going
[00:04:46] to be built out in the fair near future
[00:04:50] probably a lot of it by the time this
[00:04:52] next general Plan update comes around
[00:04:54] and certainly so that's going to set the
[00:04:56] footprint for the next 10 years and the
[00:04:58] city will be definitely built out and
[00:05:02] it's critical that as a city we get it
[00:05:05] right um and remember our mandate is to
[00:05:09] maximize the quality of life for our
[00:05:11] residents but we also have to create a
[00:05:13] vibrant business
[00:05:15] community and we need to have a mix of
[00:05:18] developments that generate revenues to
[00:05:20] the city so the city can be sustained
[00:05:23] and continue to provide the services and
[00:05:25] the physical aspects of the city that
[00:05:27] make it so great uh and I kind of along
[00:05:30] with that I guess beforehand is the uh
[00:05:33] the 111 specific plan which will be
[00:05:36] coming along when we'll be working on
[00:05:39] that so the high11 specific plan is in
[00:05:42] progress right now we haven't scheduled
[00:05:44] it to go before Planning Commission as
[00:05:46] of today okay and will we have before we
[00:05:49] get to that will we have study sessions
[00:05:51] and all that sort of thing on it staff
[00:05:54] is still in the drafting phase of the
[00:05:56] plan so once we get a little bit further
[00:05:58] we'll determine the appropriate process
[00:05:59] processes and that 111 specific plan
[00:06:02] back to the mix of businesses that
[00:06:04] generate revenues to the city that's
[00:06:07] critical those commercial areas uh that
[00:06:11] uh we we look at things that are going
[00:06:13] to generate revenues to the city so U
[00:06:16] okay that's it thank you commissioner um

[00:08:09] have for your consideration
[00:08:10] environmental assessment case number EA
[00:08:14] 24-12 and tenative trap map case number
[00:08:17] TTM
[00:08:20] 24-4 TTM
[00:08:22] 3899 a request from MSA
[00:08:27] Consulting the project site is located
[00:08:29] approximately 650 ft south of the
[00:08:32] intersection of Monterey Avenue and gerl
[00:08:34] for drive on the west side of Monterey
[00:08:36] Avenue within the section 31 specific
[00:08:39] plan also known as the coino project
[00:08:42] which allows for a mix use community
[00:08:44] that includes a town center and
[00:08:45] amenities the cotino town center phase 1
[00:08:48] development is already underway with key
[00:08:51] approvals granted for infrastructure
[00:08:53] streets parking and commercial buildings
[00:08:56] notable projects include the North
[00:08:58] Restaurant a a two-story waterfront
[00:09:00] dining space and the AR Artisan Village
[00:09:03] which will feature restaurants retail
[00:09:05] and
[00:09:06] offices construction continues on major
[00:09:09] infrastructure components to support
[00:09:11] this phase
[00:09:15] development this finance and conveyance
[00:09:18] map will subdivide
[00:09:19] 72.8 acres into 23 Parcels for ownership
[00:09:23] transfer and financing purposes only it
[00:09:26] is intended to facilitate the ownership
[00:09:28] Transitions and align with ongoing
[00:09:30] developments within the cotino Town
[00:09:32] Center ensuring consistency with prior
[00:09:35] approvals and development conditions no
[00:09:38] new construction or vertical development
[00:09:39] is permitted on the newly created
[00:09:41] Parcels without separate entitlement
[00:09:45] approvals TTM
[00:09:47] 38990 establishes mixed use Parcels
[00:09:50] private streets a lagoon lot and a
[00:09:52] public beach lot integrating public and
[00:09:55] private infrastructure while preserving
[00:09:57] open space it also consolidates prior
[00:10:00] lot line adjustments and simplifies
[00:10:02] legal descriptions as well as ensures
[00:10:04] alignment with the section 31 specific
[00:10:07] plan as a finance map it plays a key
[00:10:10] role in facilitating ongoing
[00:10:15] development the project has been
[00:10:17] reviewed with compliance with squa and
[00:10:19] does not introduce any new significant
[00:10:21] environmental impacts Beyond those
[00:10:23] analyzed in the certified section 31
[00:10:26] specific plan
[00:10:28] eir as as a result it is exempt from
[00:10:30] further environmental
[00:10:33] review this map strictly serves land as
[00:10:36] a land subdivision for ownership and
[00:10:37] infrastructure purposes with all uses
[00:10:40] remaining in conformance with prior
[00:10:42] approvals no public comments have been
[00:10:44] received regarding this item staff
[00:10:47] recommends that the Planning Commission
[00:10:48] take the action as shown on
[00:10:50] screen this concludes this concludes
[00:10:53] staff's presentation staff and the
[00:10:55] applicant are available to answer any

[00:11:49] is something that's normally done and I
[00:11:51] didn't have any um questions or concerns
[00:11:54] the only comment is that I did see the
[00:11:56] model homes a couple of weeks ago and
[00:11:58] they're spectacular
[00:12:04] so you want me to go first yeah I'll go
[00:12:07] um maybe a few questions for the
[00:12:09] applicant

[00:12:24] right um so the uh this staff report
[00:12:27] made very clear that there's no changes
[00:12:29] to any of the uh the development plan
[00:12:32] previously approved and so I I
[00:12:34] understand the concept for the financing
[00:12:36] and conveyance and so on uh when you're
[00:12:39] doing this do you require do you have to
[00:12:41] get a Dr public report on all these
[00:12:44] Parcels these 13 Parcels since you're
[00:12:46] subdividing them is the Dr public report
[00:12:50] required uh I don't know the answer to
[00:12:52] that question I don't think we would
[00:12:54] probably need that for it it's really
[00:12:55] just kind of create these Parcels um uh
[00:12:58] I don't know Eric do you have another no
[00:13:01] no okay so but allows you to sell a
[00:13:04] parcel like you have a commercial
[00:13:06] developer whatever it allows you to sell
[00:13:08] that parcel individually right and more
[00:13:10] importantly you know up to this point
[00:13:12] there have been a lot of lease
[00:13:13] agreements between various parties on
[00:13:15] that property and this really just kind
[00:13:17] of converts those to Legal recorded
[00:13:19] parcel they can now transfer you know
[00:13:21] property ownership with those okay um
[00:13:24] any Target date when the restaurant the
[00:13:27] first restaurants would be opening in
[00:13:28] the public
[00:13:30] Beach uh probably a question for Eric I
[00:13:32] know that they're working actively on
[00:13:34] plans for plan check things like that
[00:13:35] there's construction going on I'm not
[00:13:37] quite sure what the opening date is do
[00:13:38] you no date has been said officially
[00:13:41] partially with the SoCal Edis
[00:13:44] Transformers and things're not ready to
[00:13:46] Comm right and do you think with within
[00:13:48] a year some of those things will open
[00:13:50] within a year
[00:13:53] uh yeah sorry

[00:14:03] two questions there I think one was the
[00:14:05] town center and one was the public beach
[00:14:09] um the public beach will be later
[00:14:10] because we have to finish the town
[00:14:12] center and the parking behind to make
[00:14:14] sure it's safe before people can come
[00:14:16] there now there probably will be the
[00:14:18] beaches for the uh Community by the
[00:14:21] clubhouse that would be for for private
[00:14:23] use as for the Town Center uh it is
[00:14:26] moving along very quickly and if we were
[00:14:28] to reconvene in about 90 days I think we
[00:14:31] could give you a much better uh estimate
[00:14:34] but a year from now plus or minus I
[00:14:36] think you're pretty much in the ballpark
[00:14:38] the reason for the question obviously
[00:14:40] we're all anxious for that uh for the
[00:14:43] city the benefit the amenity the
[00:14:46] attraction it will be for the city
[00:14:48] residents as well as for the valley
[00:14:50] residents um there's no doubt it's going
[00:14:52] to be a happening place Y and a
[00:14:55] gathering place for a lot of people and
[00:14:57] so uh we're all pulling for you and we
[00:14:59] want to see it open as we do too as
[00:15:02] possible I'm sure you do
[00:15:04] um one qu and I know this has nothing to
[00:15:07] do with approving the you know the uh
[00:15:10] the mechanics of this uh as I look back
[00:15:13] over all the plans again uh are there
[00:15:16] adequate bathroom for the public beach
[00:15:18] are there adequate bathrooms in changing
[00:15:20] areas for all the people that are going
[00:15:22] to be coming to the public beach
[00:15:24] absolutely I know that the the we've
[00:15:25] worked with the city and with uh
[00:15:27] everyone on what the requirements are
[00:15:29] and and then some I think it'll be fully
[00:15:32] adequate
[00:15:35] okay all right all right thank you very

[00:15:42] talk around I live very close to the
[00:15:45] community um but a number of friends and
[00:15:48] people have visited the model homes and
[00:15:50] and commented how wonderful the homes
[00:15:53] are and and and gone through the the
[00:15:56] tour and how professional they are when
[00:15:58] you when they actually go and take that
[00:15:59] tour so as commissioner Bryant mentioned
[00:16:03] we're all looking forward to enhancing
[00:16:05] the community of Ranch Mirage um so I
[00:16:08] don't have any other further comments so

[00:18:07] LLC the 10 Acre Site is located along
[00:18:10] the east side of Vista delou just east
[00:18:12] of the Eisenhower Medical Center and
[00:18:14] west of Vista Dunes
[00:18:17] Road the city council approved the map
[00:18:20] on May 18th 2023 for an 8 eight lot
[00:18:23] gated subdivision on a 10 acre parcel
[00:18:26] that includes common areas for cold dis
[00:18:28] stacks Street a retention Basin and
[00:18:30] Parkways along vistad Del so the project
[00:18:33] meets Municipal Code requirements with
[00:18:35] access via Bravo dream Lane the
[00:18:38] applicant is requesting a one-year
[00:18:40] extension for the previously approved
[00:18:42] project due to ongoing entitlements with
[00:18:44] the Cella Valley water district which
[00:18:46] have delayed the Project's timeline per
[00:18:49] the municipal code the map may be
[00:18:51] eligible for up to three extensions this
[00:18:54] would be the first if approved the new
[00:18:56] expiration date would be May 18th
[00:19:01] 2026 the project exceeds the ranchel
[00:19:04] Mirage Municipal code's landscape
[00:19:06] requirement of One Tree per every 30
[00:19:08] linear feet of Street Frontage the 17t
[00:19:11] parkway includes a mix of shade trees 28
[00:19:14] date palms 36 fruitless olive trees
[00:19:17] created creating a shaded and Visually
[00:19:20] appealing streetcape the landscaping
[00:19:22] design incorporates desert desert
[00:19:24] adaptive plants such as Blue Agave and
[00:19:27] Golden Barrel Cactus along with with
[00:19:28] decorative Crush Rock for a low water
[00:19:31] use design the entry features white
[00:19:34] block walls with slate gray accent
[00:19:36] columns and a metal automatic
[00:19:40] gate as part of this extension request
[00:19:43] several conditions of approval have been
[00:19:45] updated conditions 9 and 10 have been
[00:19:47] removed as the applicant has made the
[00:19:49] completed the necessary
[00:19:52] revisions condition four has been
[00:19:53] updated to reflect the new expiration
[00:19:55] date of May 18
[00:19:57] 2026 a additionally a new condition 17A
[00:20:01] has been introduced which states that
[00:20:03] grading permits shall not be issued
[00:20:05] before vertical development entitlements
[00:20:08] unless approved by the public works or
[00:20:09] development services
[00:20:11] director this project remains consistent
[00:20:14] with the previously adopted squet
[00:20:16] determination as no new significant
[00:20:18] environmental impacts have been
[00:20:20] identified that would require additional
[00:20:22] review public hearing notices were sent
[00:20:24] out on February 26
[00:20:27] 2025 to to date no public comments have
[00:20:30] been received staff recommends that the
[00:20:32] Planning Commission make the motion as
[00:20:34] shown on the
[00:20:36] screen this concludes staff's
[00:20:38] presentation staff and the applicants
[00:20:40] representative are available to answer

[00:21:46] the consultant for this project okay
[00:21:48] obious no issue with the extension I
[00:21:50] mean that's certainly uh uh a standard
[00:21:54] thing for the extens I'm just curious
[00:21:56] what is the issue with the Water
[00:21:57] District why are they holding you up uh
[00:22:00] water but we did a h what they call
[00:22:02] hydraulic modeling and um it taken them
[00:22:06] over over four months to get us the
[00:22:08] results and now it's back to our
[00:22:10] engineer and the engineer is now working
[00:22:12] on it to um to get the plans together
[00:22:17] for offsite and on-site water and sewer
[00:22:20] and then we have um we have comments
[00:22:23] after so once we send submit it to the
[00:22:25] water district um they're behind so they
[00:22:28] waiting on so we haven't submitted yet
[00:22:30] cuz we just got our hydraulic modeling
[00:22:33] and so we should hopefully have it
[00:22:35] within few months or a little bit more
[00:22:37] okay um and is the sewer connection
[00:22:40] along the street since they put that big
[00:22:42] sewer line down um my guess is yes our
[00:22:46] engineer just got just got all the
[00:22:48] paperwork on it so I believe we're going
[00:22:51] to be connecting into it cono put down
[00:22:53] the vistad Del so again we feel for you
[00:22:57] it's so difficult
[00:22:59] and complex to develop uh so
[00:23:04] uh you you take a you take a big risk
[00:23:07] you put a lot of work in uh to make that
[00:23:11] happen um I have the uh the minutes here
[00:23:15] from two years ago from April the 27th
[00:23:19] 2023 and I just wanted to repeat uh what
[00:23:22] I've said several times about vistad Del
[00:23:25] Soul and my uh my perspective Ive of it
[00:23:29] that it's a kind of the last of its kind
[00:23:32] in the city it's incredible uh the 1
[00:23:34] acre lots uh We've approved several
[00:23:37] different things here recently just
[00:23:40] north of you on each side of the street
[00:23:42] over there some 5 acre
[00:23:45] subdivisions um and again it's kind of
[00:23:47] the last of its kind of the city and uh
[00:23:50] I believe that uh it should and it'll
[00:23:53] it'll end up like Vista Dunes over there
[00:23:57] and of course you know recently uh came
[00:24:00] through us a 22,000 squ foot homeown 8
[00:24:03] Acres uh kind of a mini Disneyland
[00:24:07] almost uh and so all of that bodess well
[00:24:10] as well as COA because vadel Soul goes
[00:24:14] right up to it and COA cotina is going
[00:24:17] to be right in your backyard and so
[00:24:19] that's going to do nothing but make that
[00:24:21] vadel Soul area more desirable so uh
[00:24:26] again we're we're pulling for you and
[00:24:28] hope that uh you get it through uh
[00:24:31] quickly I do want to bring up just
[00:24:34] another thing I'd said before I know on
[00:24:37] the at the entrance you got paper stones
[00:24:39] on the entrance the inside road is
[00:24:41] asphalt correct so just my perspective
[00:24:45] uh I would spend a little more money and
[00:24:47] put paper stones in first impression of
[00:24:49] these are going to be very expensive
[00:24:51] homes and first impression people coming
[00:24:54] in and seeing it and then you save
[00:24:57] massive amount of money in the constant
[00:24:59] maintenance of the cracking and all that
[00:25:01] sort of thing but obviously not a
[00:25:03] condition Ju Ju Just a perspective but
[00:25:05] anyway best of luck to you we're pulling
[00:25:07] for you and uh uh I go up and down that
[00:25:10] road at least once a week so I look
[00:25:12] forward to see the tractors out there in
[00:25:14] the greaters and start moving dirt

[00:26:02] approval and based on the content and
[00:26:04] findings in the attached staff
