[00:01:58] do today is the 6th of March on the 15th
[00:02:02] of March I have to leave my temporary
[00:02:06] accommodation I have nowhere to go apart
[00:02:09] from my car along with my rescue Bobo I
[00:02:12] am currently packing in a state of
[00:02:16] weakness and putting everything precious
[00:02:19] to me in a storage unit I feel terrified
[00:02:22] about what is to become of me I
[00:02:25] desperately need a new home I
[00:02:31] I have come here about 15 times to plead
[00:02:34] to the city council to remedy a huge
[00:02:37] Injustice when I was wrong wrongly
[00:02:40] dispossessed of my beautiful home
[00:02:43] beloved home at Whispering Waters in
[00:02:47] 2022 at that time for almost four years
[00:02:51] I had been relentlessly bullied by
[00:02:54] brutal neighbors I finally realized the
[00:02:57] only way I could prove their harass ment
[00:03:00] was to film their vulgar predatory and
[00:03:04] misogynistic abuse why when I provided
[00:03:08] this proof was I evicted from a home I
[00:03:12] kept Immaculate never violating the
[00:03:15] premises with noise or
[00:03:18] interference of any
[00:03:20] kind how having seen the video of
[00:03:24] Ruthless abuse inflicted On Me by these
[00:03:27] neighbors could a property manager then
[00:03:30] justifiably terminate my ten tency how
[00:03:35] can the city condone this why in spite
[00:03:39] of all my pleas does the city council
[00:03:42] seem to ignore me and choose not to
[00:03:45] implement a duty of care to an elderly
[00:03:49] woman who is innocent and obviously so I
[00:03:54] believe I proved it tragically I didn't
[00:03:58] have the prote of Hud when I Des
[00:04:01] desperately needed it thank goodness now
[00:04:04] you're going to have HUD on board
[00:04:05] because what happened to me should never
[00:04:08] happened to anybody anybody it's I've
[00:04:11] been destroyed to quote the poet Nikki
[00:04:14] Giovani mistakes are a fact of life it
[00:04:17] is the response to error that counts
[00:04:20] will the city council respond to a clear
[00:04:24] error and afford me the vital necessity
[00:04:27] of a
[00:04:28] home my health has been devastated by
[00:04:31] the horrors of what wrongly happened to
[00:04:33] me at Whispering Waters and my struggle
[00:04:37] to survived since then will the city
[00:04:40] council redress this error please let me
[00:04:43] know today call me have Marcus aliman
[00:04:46] call me and just say oh we're going to
[00:04:48] give you an apartment so I can have my
[00:04:51] life back all I need is secur is the
[00:04:55] security of a new home to compensate for
[00:04:57] my unfair loss I mean huge it's hugee
[00:05:02] please give me a chance to heal and put
[00:05:04] an end to six traumatic years please
[00:05:07] conclude your REM thank you very much I

[00:05:31] you've declined the services so that is
[00:05:34] the agency that can help you so take
[00:05:36] that information and call them so that
[00:05:38] they can help you thank you being
[00:05:40] fraudulently eved my thank you for your
[00:05:44] comments I seem insane because if
[00:05:46] anybody had to go through what I've been
[00:05:49] through they would be insane as well I'm
[00:05:51] not
[00:05:52] insane not at all I've been screwed by
[00:05:55] the city and I think if you would
[00:05:59] instead be kind to Mr Mayor I deserve a
[00:06:03] chance to speak because if you would be
[00:06:05] kind sorry you're I you never you know I
[00:06:08] tried to talk to you at Starbucks and
[00:06:10] you ran away from me when you were in
[00:06:12] the middle of a conversation I'm not an
[00:06:14] insane person who's going to hurt

[00:08:42] are many realtors in this
[00:08:46] group and I have
[00:08:49] heard
[00:08:51] about plans
[00:08:54] programs about affordable uh housing
[00:09:00] and I have
[00:09:01] heard lowi income
[00:09:06] housing a lot of people don't know what
[00:09:08] they're talking
[00:09:11] about and I just
[00:09:17] learned about Equity participatory
[00:09:24] agreements that's when if you don't know
[00:09:26] what that is that's when you when you
[00:09:28] have to rent
[00:09:30] and you're not making a lot of money for
[00:09:32] whatever
[00:09:33] reason instead of losing all your money
[00:09:36] when you rent an apartment you get some
[00:09:38] of the money back when you leave that
[00:09:41] apartment let's say in 5 10
[00:09:44] years you want to
[00:09:48] move that's called Equity par
[00:09:51] participatory
[00:09:53] agreement not just a rental agreement
[00:09:56] it's Equity
[00:09:57] participatory agreement
[00:10:00] that takes
[00:10:02] for private capitalism and
[00:10:07] government
[00:10:09] involvement for those
[00:10:11] programs to work why
[00:10:15] because in our
[00:10:18] system is to make uh
[00:10:21] profit from from from our work we we put
[00:10:25] up an apartment complexes to make profit
[00:10:28] but to make this Equity participatory
[00:10:31] agreement and I'm addressing this to
[00:10:34] this group as the
[00:10:37] government the private Enterprise and
[00:10:39] the government have to work together for
[00:10:42] this Equity participatory agreement to
[00:10:46] work and you wouldn't believe where I
[00:10:49] learned
[00:10:50] this I learned this from Russia Russia
[00:10:56] Russia they have they they've had that
[00:11:00] for a long long time but we don't have
[00:11:03] it and we should be smarter than
[00:11:10] them thank you for your comments the

[00:11:23] really a few items U I have submitted
[00:11:25] some written comments uh so hopefully I
[00:11:28] think they were submited earlier by
[00:11:30] email um I just want to comment about
[00:11:33] the previous speaker the lady um I am
[00:11:37] concerned uh I was going to congratulate
[00:11:39] the mayor and the council for allowing
[00:11:41] her to speak uh but
[00:11:44] then uh the comments from the city
[00:11:46] manager uh really should it have been
[00:11:49] said at this time as slanderous in a way
[00:11:52] uh if it's if it's not true uh even if
[00:11:56] it is it probably is but uh not to
[00:11:58] sidetrack on that but and maybe some
[00:12:01] editing but if she was escorted from the
[00:12:03] meeting by the sheriff's department I'm
[00:12:06] very concerned about that if that's the
[00:12:08] case um but I wanted to speak about um a
[00:12:12] few meetings back I missed a few
[00:12:14] meetings I haven't even reviewed them um
[00:12:17] uh but I have reviewed the minutes which
[00:12:18] is not very much but uh I'm concerned
[00:12:22] about the country club you had to be
[00:12:23] Paving a job or and usually that items
[00:12:27] would come back to the city council for
[00:12:29] uh finer approval I guess of completion
[00:12:32] of the of the project Public Works and
[00:12:35] and I know you Chang that so the city
[00:12:37] manager can just sign off on it now but
[00:12:40] that that removed the public uh
[00:12:42] participation in That Type U a project
[00:12:45] and uh it's isolated I really don't have
[00:12:48] any issues with jobs but that that one I
[00:12:50] did I had three instituts that I noticed
[00:12:52] that I documented uh with photographs uh
[00:12:56] of unsafe work practices from the
[00:12:58] contractor
[00:12:59] and I feel this is a feel uh I believe
[00:13:03] that possibly that subcontractor may
[00:13:05] have been pushing the limits meaning
[00:13:08] working maybe unsafe or in aous manner
[00:13:11] to be paid by the City faster and that's
[00:13:14] something that should be looked at if
[00:13:16] that's the case um and I'm going to
[00:13:18] leave it at that thank

[00:13:33] Rancho Mirage and I just wanted to come
[00:13:35] here personally and thank whoever was
[00:13:37] responsible for allowing the uh Rancho
[00:13:39] Mirage Riders Festival to be streamed
[00:13:41] that was so incredibly wonderful and
[00:13:44] then having Bill Gates have access to
[00:13:46] his uh lecture that day was wonderful so
[00:13:49] I've tried to get tickets I've never
[00:13:51] been able to get them before so I hope
[00:13:53] that continues and I'm not exactly sure
[00:13:55] who to think I'm sure it was a joint
[00:13:56] effort but thank you so very much it's a
[00:13:58] gift to the city and everyone thank you

[00:14:26] uh resident who just spoke about the
[00:14:28] wrers festival being streamed it will be
[00:14:30] streamed next year as well so thank you
[00:14:32] for making that comment um today I
[00:14:35] wanted to give a shout out to Pal desert
[00:14:38] uh mayor protm Evan trouy Evan in the
[00:14:40] last couple of days wrote a valley voice
[00:14:43] opinion piece in the Desert Sun saluting
[00:14:46] uh Lieutenant Rick Espinosa and Rick's
[00:14:48] 25 years of service to the uh Riverside
[00:14:52] County Sheriff's department and the last
[00:14:54] two of which he served uh leading the
[00:14:56] law enforcement team at the sheriff's
[00:14:58] department that protect Tex us here in
[00:14:59] Rancher Mirage so thank you so much to
[00:15:02] Evan for taking the time to write that
[00:15:03] piece we very much appreciate it we
[00:15:05] certainly saluted Rick uh at the last
[00:15:08] council meeting here uh in this chamber
[00:15:11] uh we saluted him with a lunch up at the
[00:15:14] uh Ritz Carlton last week and I think
[00:15:16] the mayor will salute him again at this
[00:15:17] meeting today but thank you so much to
[00:15:19] Evan try I'm sure that uh Lieutenant
[00:15:22] Espinosa appreciate your taking the time
[00:15:24] to salute him as do we here on this city
[00:15:26] council I also want to do a shout out to
[00:15:29] the entire city council and the City of
[00:15:31] Cathedral City here's the reason why at
[00:15:34] the last council meeting in Cathedral
[00:15:36] City they passed a resolution which
[00:15:39] extended the uh ban on new cannabis
[00:15:42] businesses or the extension of existing
[00:15:45] cannabis businesses for the next year
[00:15:48] the reason they did this is because
[00:15:50] those uh residents in the north end of
[00:15:52] our city places like Mira Vista uh the
[00:15:54] Legacy Community in Mission Hills have
[00:15:56] complained loudly about the cannabis
[00:15:59] owner odor since that large cannabis
[00:16:01] facility was built on raone road a year
[00:16:05] or two ago it emits significant cannabis
[00:16:08] owners odors and it is significantly
[00:16:10] disturbing to the residents of our city
[00:16:13] now uh the moratorium does not solve the
[00:16:16] problem but at least it stops the
[00:16:18] exacerbation of the problem and it does
[00:16:21] allow for time for time to try to find
[00:16:24] solutions to the problem now here's my
[00:16:26] suggestion for the residents of this
[00:16:28] city in places like Mira Vista in
[00:16:30] Mission Hills in Mission Shores and St
[00:16:33] Augustine and Santa Tomas communities
[00:16:35] who still are the victims of that odor
[00:16:38] please don't stop your um complaints to
[00:16:42] the cathedral city code compliance
[00:16:43] Department continued complaints will
[00:16:45] send the message that we want something
[00:16:47] done about that odor and I'm sure that
[00:16:50] uh the city council and Cathedral City
[00:16:51] will do their best to solve that problem
[00:16:53] as they began to do so a week or so ago
[00:16:55] when they issued that moratorium on new
[00:16:58] cannabis businesses or the expansion of
[00:17:00] existing cannabis businesses so thank
[00:17:02] you to Evan trouy and thank you to the
[00:17:04] entire city council at the city of of
[00:17:06] Cathedral City I do feel compelled today
[00:17:09] to say something about Susan Ragsdale
[00:17:12] who was just escorted from this chamber
[00:17:15] my heart goes out to her I hope that she
[00:17:18] finds a way to solve her issues and her
[00:17:21] living conditions I hope that she finds
[00:17:24] a solution and some comfort now it's
[00:17:26] also the case that our heart hearts on
[00:17:29] this dis go out to all of those
[00:17:32] residences residents of uh the
[00:17:35] whispering Palms Community where Susan
[00:17:36] once lived we want them to have a
[00:17:39] comfortable and quiet and enjoying place
[00:17:41] to live because Susan was a negative
[00:17:45] influence what our city staff had to do
[00:17:48] was to go to court to seek and Order um
[00:17:52] removing her from her residence we got a
[00:17:55] court order we had to do this now courts
[00:17:57] don't uh issue orders removing someone
[00:18:00] from a residence lightly they take this
[00:18:02] very seriously and it was fully um heard
[00:18:06] in the court in a court of law and Susan
[00:18:08] was expelled from that Community for
[00:18:10] good reason I hope she finds some uh
[00:18:14] some peace and some quiet and I also
[00:18:16] want to say thank you to uh to Marcus
[00:18:19] alaman who is our city housing manager
[00:18:21] to Maya dukich who is director of De
[00:18:24] development services and to Isaiah
[00:18:26] hegerman who have uh heard Susan call
[00:18:29] them out uh in any number of visits to
[00:18:31] this city council chamber because they
[00:18:33] made a very hard decision but they made
[00:18:35] the right decision over the course of
[00:18:36] the last year thank you I'm sorry Susan
[00:18:38] and I hope that uh I hope things work
[00:18:40] out for you and please pay attention to
[00:18:42] the uh information that the city manager
[00:18:44] gave you when you finished your comments

[00:19:16] member Eve cromberg edin and I
[00:19:19] participated in the 2025 confidence
[00:19:21] Summit at the onni Rancho Los palus
[00:19:25] Resort and Spa here in Rancher Mirage
[00:19:27] this important event focused on
[00:19:29] empowering women through financial
[00:19:31] literacy and wellness the confidence
[00:19:34] Summit also referred to as a catalyst
[00:19:37] event that supports your life event
[00:19:40] featured keynote speaker Stephanie Link
[00:19:42] Chief investment strategist at high
[00:19:44] tower advisors and was co-hosted by
[00:19:46] evolved Yoga online CEO bronwin Le tyon
[00:19:50] and blanky shine wealth management
[00:19:52] founder Robert Shine the 200 attendees
[00:19:55] participated in an inspiring Keynote
[00:19:58] with inspiring Keynotes breakout
[00:20:00] sessions and networking opportunities
[00:20:03] gaining actionable insights for health
[00:20:06] and financial growth the summit's agenda
[00:20:08] included workshops and discussions on
[00:20:11] financial literacy personal growth
[00:20:13] mental and physical health and
[00:20:15] leadership development providing

[00:21:16] Rancher Mirage and even Lynn made some
[00:21:19] really excellent remarks and welcoming
[00:21:22] everybody just under 200 participants
[00:21:25] that day um there were some men there as
[00:21:28] well but um the you know obviously the
[00:21:31] goal of the Summit is uh to uh for women
[00:21:34] to help them um gain the confidence and
[00:21:37] the knowledge around wealth and wellness
[00:21:39] so we try to balance both uh during the
[00:21:42] one- day very ambitious agenda we're
[00:21:45] looking forward to um Rancher Mirage
[00:21:48] being in Rancher Mirage in 2026 as well
[00:21:51] and we to that end we are um doing some
[00:21:54] site visits at uh the rich the Ritz and
[00:21:57] the Weston next week um we're looking at
[00:22:01] dates that don't conflict with the
[00:22:03] writer's Festival we understand that
[00:22:05] moved so we're well aware um but we
[00:22:09] thank the city very much for partnership
[00:22:11] and um that beautiful table book the
[00:22:15] coffee table book of the 50th
[00:22:16] Anniversary was so immensely appreciated
[00:22:20] by every attendee myself included now I
[00:22:23] live in Palm Desert I'm right next door
[00:22:25] but maybe someday I'll be a resident of
[00:22:27] ranch ra but I have lived in the city
[00:22:30] for 35 years and and uh in the area
[00:22:33] excuse me um and just so appreciate the
[00:22:37] opportunity to host an event like this
[00:22:41] because we really see the value we
[00:22:43] probably will go to different
[00:22:44] destinations ultimately we've had some
[00:22:47] interest in that um but we will more
[00:22:50] than likely continue to do an annual
[00:22:52] local event so thank you again city of
[00:22:55] Rancher Mirage

[00:22:59] I've worked with you in a lot of
[00:23:01] organizations over the time but the best
[00:23:04] gift you've given the world is your
[00:23:05] daughter Abby in my opinion uh she was
[00:23:08] an incredible um help with my family at
[00:23:11] Palm Valley School when she was there I
[00:23:12] know she's in alumni and uh it was Lov
[00:23:15] just seeing her little face in the
[00:23:17] audience married woman and all I can't
[00:23:19] comprehend that but that's okay but um
[00:23:21] thank you again for including us and
[00:23:23] bringing us into the team we are really
[00:23:26] excited to continue to watch this or
[00:23:28] this Summit grow and if multiple cities
[00:23:31] are the future that's great just always
[00:23:33] remember where home is thanks well we do
[00:23:35] we very much appreciate this and Gabe
[00:23:37] cotting um Gabe and I formerly worked at
[00:23:40] um the tournament the craft and later
[00:23:44] the Chevron but anyway um so we go back
[00:23:46] so Gabe was um a great uh adviser in

[00:23:54] city supported the marketing with
[00:23:56] co-marketing so we're really
[00:23:58] appreciative of the partnership very

[00:25:33] home through uh family friends happened
[00:25:35] to be going over there uh to the Maslin
[00:25:37] home for a fundraiser I was 15 or 17 at
[00:25:41] the time and like I said that was a very
[00:25:43] long time ago and I came from Orange
[00:25:46] County grew up in a tracked home
[00:25:48] I had yet to ever experience such a
[00:25:53] thing of beauty to be walking into that
[00:25:56] home and that's where I fell in love
[00:25:58] with mid-century architecture because no
[00:26:02] matter from what vantage point in that
[00:26:04] home we saw the beautiful San hento
[00:26:08] mountains we saw the the fairways on on
[00:26:11] Tamarisk and that's actually what peaked
[00:26:14] my interest long ago to go into real
[00:26:17] estate later on in life and it was just
[00:26:19] a fabulous experience and I'm so pleased
[00:26:23] that preservation Mirage is doing
[00:26:25] everything it can to highlight not only
[00:26:27] this home but other historical homes
[00:26:29] here in the community thank you Mr Mayor
[00:26:32] thank you Lynn another gem contained in
[00:26:34] ranchel Mirage Mr Mayor if I may if you
[00:26:37] uh attend the screening of the Maslin
[00:26:39] house you will also have an opportunity
[00:26:41] to see our resident movie star Lin malat
[00:26:44] appears in the in the
[00:26:48] movie council member e fromberg edin
[00:26:52] thank you mayor um so I wanted to add my
[00:26:56] two cents on the confidence Summit it
[00:26:58] was it's an incredible and important
[00:27:00] event the audience was filled with
[00:27:02] female leaders looking to learn better
[00:27:05] tactics for self-improvement education
[00:27:07] and support around balancing their work
[00:27:10] and personal lives many of the attendees
[00:27:13] or in the sandwich generation spreads
[00:27:15] inin between caring for and assisting
[00:27:17] aging parents and also raising families
[00:27:20] while working full or part-time or
[00:27:22] running their own businesses all things
[00:27:24] I can personally relate to just trying
[00:27:26] to put one foot in front of the other
[00:27:28] and hit all the things on the to-do list
[00:27:29] before the end of the day always giving
[00:27:32] 110% additionally I manage the
[00:27:35] retirement funds at our law practice and
[00:27:37] find that task to be overwhelming at
[00:27:39] times trying trying to acquire fiscal
[00:27:42] knowledge in retirement planning
[00:27:44] education as a working adult is
[00:27:45] extremely daunting all of this while
[00:27:48] also trying to fit in self-care keeping
[00:27:50] up with Medical Care cancer screenings
[00:27:52] feeding myself in a
[00:27:54] family hopefully in a healthy way
[00:27:57] sometimes not finding time to unwind
[00:27:59] relax compress and possibly feed my soul
[00:28:02] in addition to everything else it's
[00:28:04] exhausting even just talking about it
[00:28:06] this Summit is a gift to the women of
[00:28:08] our community a special place to learn
[00:28:11] listen engage find experts acquire
[00:28:14] valuable knowledge and exchange ideas
[00:28:16] and concerns with women dealing with the
[00:28:18] same issues I applaud the founders for
[00:28:20] conceiving of this Summit in the middle
[00:28:22] of Co I might add and building on it
[00:28:25] every year to make it better and more
[00:28:27] enlightening for for the attendees I am
[00:28:29] honored that council member molat and I
[00:28:31] were chosen to be the city ambassadors
[00:28:33] for this event and believe this to be a
[00:28:35] real gift to the city of Ranch Mirage
[00:28:37] and the Coachella Valley and the
[00:28:39] incredible women who work and live here
[00:28:42] so that was my first item my second item
[00:28:44] so thank you again Donna and thank you
[00:28:45] to Robert as well I wish he was here um
[00:28:48] the second item that I wanted to talk
[00:28:50] about I wanted to mention and I didn't
[00:28:52] get to do this at our last council
[00:28:53] meeting because I barely had a voice so
[00:28:55] in feeling better I wanted to give the
[00:28:56] update about um I attended my first seag
[00:28:59] Public Safety Committee meeting on
[00:29:01] February 10th and I saw an incredible
[00:29:04] well two incredible presentations one by
[00:29:06] the Riverside County fire department and
[00:29:08] the other by Riverside County Probation
[00:29:10] Department I'm going to highlight the
[00:29:12] calire um presentation Deputy fire chief
[00:29:15] Robert fish gave a great presentation on
[00:29:18] the improvements that calfire has made
[00:29:19] with new equipment to combat the fires
[00:29:22] we are seeing recently in other parts of
[00:29:24] Southern California most interesting is
[00:29:26] the work being done to increas water
[00:29:28] capacity especially in most of our
[00:29:30] desert areas where there actually is no
[00:29:32] natural water and the water has to be
[00:29:34] contained consumed and kept ready in the
[00:29:37] event of fires in those areas um it is a
[00:29:41] job to keep those facilities well
[00:29:43] stocked and to combat fires throughout
[00:29:45] the Coachella Valley they also spoke
[00:29:46] about the additions to the air fleet
[00:29:49] prepared to fight fires from the sky and
[00:29:51] support the ground teams to catch fires
[00:29:53] early and contain them faster or more
[00:29:55] specifically as they defined it to
[00:29:57] create better air deployment to increase
[00:29:59] to decrease the cycle time to move water
[00:30:01] to fire stricken
[00:30:03] areas additionally our assistant fire
[00:30:05] chief went into the Pacific Palisades in
[00:30:07] Altadena area soon after the
[00:30:09] catastrophic fires there to find out
[00:30:11] what caused such match Devastation in
[00:30:13] those areas and predominantly the issue
[00:30:16] was the older age of those neighborhoods
[00:30:19] both areas were established sometime in
[00:30:21] the 1920 so they're a century old most
[00:30:24] of the structures were built prior to
[00:30:26] 1950 and before there were building
[00:30:29] codes that were enacted to help
[00:30:30] residential and commercial buildings to
[00:30:32] be more fire resistant he noted that the
[00:30:35] structures that survived those fires
[00:30:36] were newer construction and therefore
[00:30:38] more resistant to
[00:30:40] fire it should be noted I think that
[00:30:43] while it can be daunting to have to work
[00:30:45] with planning or the building department
[00:30:47] to meet current code requirements it is
[00:30:49] vitally important because it does result
[00:30:52] in better made more resilient
[00:30:53] construction and development that helps
[00:30:55] our community survive a devastating
[00:30:57] natural event such as fire are probably
[00:31:00] more our concerned
[00:31:01] earthquake so with that said I'd like to
[00:31:04] conclude by saying that as I continue to
[00:31:06] learn more about our city as I serve as
[00:31:08] a city council person I repeatedly find
[00:31:11] myself impressed with understanding how
[00:31:13] much our city Administration does for us
[00:31:15] behind the scenes that we don't always
[00:31:17] see Public Works Public Safety traffic
[00:31:20] control sustainability programming rmea
[00:31:23] building and planning housing the
[00:31:26] financial oversight Library Services
[00:31:29] Parks and Rec our City website and our
[00:31:31] continued Improvement to use more and
[00:31:33] more technology to streamline City
[00:31:35] processes and to increase transparency
[00:31:38] and ease of contact all those
[00:31:40] departments and the commissions who Aid
[00:31:42] them really give their time and best
[00:31:44] practices to keep this city running
[00:31:45] smoothly as a council member I am so
[00:31:48] proud of what we do and how we do it and
[00:31:50] as a resident I truly appreciate now
[00:31:53] more than ever the beauty of the city of
[00:31:54] Ranch Mirage thank you thank you wve

[00:32:14] but I would like to give you a heads up
[00:32:16] on some things that you could do this
[00:32:19] weekend um there are three things uh
[00:32:22] beginning tomorrow the Ranch Mirage
[00:32:25] Amphitheater will host desert
[00:32:26] theatricals production of Oliver this is
[00:32:29] really a great show it has elaborate uh
[00:32:32] sets and costumes and wonderful music um
[00:32:35] brings all the Dickens characters uh to
[00:32:38] life uh the dinner is catered by Willies
[00:32:41] and if you're interested I believe
[00:32:43] there's still tickets available you can
[00:32:44] visit desert dthat als.com to purchase
[00:32:48] tickets the second thing that I'd like
[00:32:50] to bring uh up is Desert X begins this
[00:32:54] weekend and this is a series of multiple
[00:32:57] big outdoor art installations throughout
[00:33:00] the desert um including one right here
[00:33:04] in Rancher Mirage which is at sunnylands
[00:33:07] and uh it is uh called The Living
[00:33:10] pyramid uh it's by Agnes Dennis who is a
[00:33:13] wonderful a famous artist and
[00:33:15] philosopher and it's a gigantic
[00:33:17] sculpture with vegetation planted in it
[00:33:21] uh that's it's impressive to see it but
[00:33:25] it's more impressive to know that it's
[00:33:27] animated by the plant life so every time
[00:33:29] you go visit it it changes so you can go
[00:33:32] a week from now two weeks from now a
[00:33:34] month from now uh and it'll be a
[00:33:36] different exhibition so it's worth
[00:33:38] checking out and of course admissions to
[00:33:39] sunnylands is free the third thing I'd
[00:33:42] like to bring up is that as you know I
[00:33:45] am the city representative to the animal
[00:33:48] commission uh Ranch Mar uh Ranch Mirage
[00:33:51] contracts with the Riverside County uh
[00:33:54] for animal
[00:33:56] services and but for this weekend uh you
[00:34:00] can get free adoption on all dogs and
[00:34:03] puppies at the animal shelter out in

[00:37:23] started with sacrifices of Steven Sila
[00:37:26] on the morning of 9/11 Steven S was an
[00:37:28] off duty New York City firefighter when
[00:37:30] he heard about the first plane into the
[00:37:32] North Tower he immediately turned his
[00:37:34] truck right around went back to his
[00:37:35] Brooklyn based Firehouse unfortunately
[00:37:37] Steven died along with 342 other New
[00:37:40] York City Firefighters saving lives that
[00:37:42] morning so the Sila family to Ana and
[00:37:44] remember the
[00:37:45] 2977 Americans that were murdered that
[00:37:47] morning started this foundation so we
[00:37:50] would always remember the sacrifices of
[00:37:52] our First Responders and our military

[00:38:53] such a need um and we are so proud to
[00:38:57] have been in the city uh be involved and
[00:39:00] hosted it uh I will mention one other
[00:39:03] thing today although Lieutenant Rick
[00:39:06] espinos is not here I didn't realize
[00:39:09] today was his last day I was informed of
[00:39:12] that earlier but we knew he was
[00:39:14] retiring but uh it was mentioned earlier
[00:39:18] by council member DS that we had a
[00:39:22] function for lieutenant espanosa
[00:39:25] uh during the week like last week uh and
[00:39:29] it was just again emotional and when you
[00:39:34] see this video that you're about to um
[00:39:38] view you'll understand why we all felt
[00:39:43] uh so blessed to have him uh as our
[00:39:46] leader for a number of years and we wish
[00:39:49] him nothing but good luck and retirement
[00:39:52] so if you would please play that video

[00:39:58] for nearly 25 years Lieutenant Rick
[00:40:00] Espinosa of the Riverside County
[00:40:02] Sheriff's office has demonstrated
[00:40:05] service above self we get nothing but
[00:40:08] support uh from the community protecting
[00:40:11] the Coachella Valley with unwavering
[00:40:13] commitment while ensuring Community
[00:40:16] safety at every turn but to truly know
[00:40:19] Lieutenant espanosa we must first know
[00:40:22] the man behind the badge born in Herford
[00:40:25] Texas and raised in th normal California
[00:40:28] Rick's path to Public Service began
[00:40:30] early he played both football and
[00:40:33] baseball while attending Coachella
[00:40:34] Valley High School in his junior year
[00:40:37] Lieutenant Espinosa enlisted in the
[00:40:39] California Army National Guard a
[00:40:42] commitment that would lay the foundation
[00:40:44] for his lifelong dedication to Public
[00:40:46] Service after graduating high school he
[00:40:49] worked as a contractor in Communications
[00:40:52] but a pivotal moment came in 1992 when
[00:40:55] he was activated during the LA ryot this
[00:40:59] experience of working alongside law
[00:41:01] enforcement sparked his passion for a
[00:41:03] career in policing in 1994 Lieutenant
[00:41:07] Espinosa met Martha the love of his life
[00:41:10] their connection evolved from friendship
[00:41:13] and they married on June 14th 1997
[00:41:16] surrounded by family and friends
[00:41:19] together they raised five children each
[00:41:21] following their own unique path
[00:41:23] Lieutenant espanosa joined the sheriff's
[00:41:25] office in 2000 hey 3 six
[00:41:28] weeks where his determination and work
[00:41:31] ethic led him to rise quickly through
[00:41:33] the ranks from Deputy to Sheriff's
[00:41:36] investigator in the special
[00:41:38] investigations bureau East major
[00:41:40] narcotics he made his Mark in the
[00:41:42] department but his life took a dramatic
[00:41:45] turn on August 29th 2008 after stopping
[00:41:49] a cyclist riding against traffic in
[00:41:52] Desert Hot Springs Lieutenant Espinosa
[00:41:54] was shot in the face this is the the
[00:41:57] emotional dispatch call
[00:42:01] I'm tell my wife and my sons and
[00:42:04] daughters I we're on our way we will not
[00:42:07] quit we will get to you I'm not quit let
[00:42:11] get I thema we're one minute away from
[00:42:15] you hold
[00:42:18] on despite life-threatening injuries
[00:42:21] Lieutenant Espinosa returned to duty
[00:42:24] just 3 months later I talk about my uh
[00:42:26] my inent a lot um it's a I look at it as
[00:42:31] a way to give back so people can look at
[00:42:33] what I did the mistakes that I made and
[00:42:35] they can um they can learn from it
[00:42:37] hopefully um maybe I can uh be impactful
[00:42:40] uh to somebody that may need it at one
[00:42:42] point in their career since his recovery
[00:42:44] Lieutenant Espinosa has become a symbol
[00:42:46] of inspiration for law enforcement
[00:42:50] [Music]
[00:42:55] officers he's he own a lot of people's
[00:42:58] books just to hear his voice on his
[00:42:59] recording it affected me my family uh
[00:43:02] just thinking about how strong he was
[00:43:04] and how he didn't have any fear to come
[00:43:06] back and do this career I was there that
[00:43:09] night I was third on scene and uh um it
[00:43:12] was scary but you know it it it shows
[00:43:16] the resolve of our team of our of our
[00:43:19] department over the years Lieutenant
[00:43:21] espinos Advanced through leadership
[00:43:23] roles including Master investigator for
[00:43:27] and sergeant in November 2022 he took on
[00:43:30] the role of Lieutenant for the city of
[00:43:33] Rancho
[00:43:36] Mirage after more than two decades of
[00:43:38] service Lieutenant Espinosa is now
[00:43:41] retiring this has been my life for 25
[00:43:42] years so means everything his colleagues
[00:43:46] speak of him as a leader who helped
[00:43:48] shape their lives both professionally
[00:43:50] and personally watching people interact
[00:43:52] with them you can see they're happy
[00:43:54] they're excited to see him they're
[00:43:56] engaged with him he's engaged with them
[00:43:59] uh he has a deep love for this community
[00:44:00] and it shows his boots on the ground
[00:44:02] lead by example he is always willing to
[00:44:05] get out there and uh share his
[00:44:08] experiences from his career with
[00:44:11] everyone moving forward Lieutenant
[00:44:13] Espinosa leaves behind a legacy of
[00:44:15] leadership for his continued commitment
[00:44:17] to providing service above self my whole
[00:44:21] career I've always uh strived to prove
[00:44:24] to myself that I do deserve uh to wear
[00:44:26] this bad basically 25 years of my life
[00:44:29] um I've dedicated uh to that purpose to
[00:44:32] that goal um to prove to myself um that
[00:44:36] I do belong here so it means the world
[00:44:38] to me a devoted husband father and
[00:44:41] grandfather his impact will continue to
[00:44:43] be felt throughout our community
[00:44:47] congratulations

[00:48:41] Su minutes uh formats for uh recording
[00:48:45] these with minutes which is the only
[00:48:47] thing legally videos are not legal uh
[00:48:51] well the City attorney could probably
[00:48:53] answer that but uh uh the minutes are
[00:48:56] what people
[00:48:57] uh count on to being accurate and um uh
[00:49:00] recognize it being accurate uh when they
[00:49:03] when they uh look up issues with this
[00:49:06] city or any other government

[00:49:25] meetings and the reason I say that is I
[00:49:28] I reviewed the last two meetings minutes
[00:49:31] and the non- aggenda public comments
[00:49:33] which I was not a part of uh they just
[00:49:36] mention the people's names if they give
[00:49:38] if they gave them uh on on the minutes
[00:49:41] and nothing nothing about the topics
[00:49:43] that they discussed like that poor lady
[00:49:46] that spoke about the housing it would
[00:49:48] just say her name and nothing more and
[00:49:51] and but also when you get into the
[00:49:53] council reports or even presentations of
[00:49:55] the last meeting
[00:49:57] uh guests were recognized and a brief
[00:50:01] description of what they spoke about was
[00:50:03] given so there's definitely a double
[00:50:05] standard when it comes to that and and
[00:50:07] there probably some legal ease that
[00:50:08] could be used um but um I feel that's I
[00:50:12] I don't feel I know that's not uh an
[00:50:14] accurate way to record minutes and
[00:50:17] especially um of the public comments
[00:50:19] because people have the right to speak
[00:50:21] on non-agenda public comments they have
[00:50:23] that right so it should be recorded and
[00:50:25] recognized accurately in the minutes of
[00:50:28] those meetings so I I'm I'm I'm not
[00:50:32] pleading but I'm asking the city to uh
[00:50:35] just just resend your past orders and go
[00:50:38] back to the way meeting men were U
[00:50:41] recorded since the since the city began
[00:50:44] I can go back and look at the first
[00:50:45] meeting just like the some of the city
[00:50:47] council members have but now if the
[00:50:49] people look at the meetings they won't
[00:50:51] be accurate you wouldn't know
[00:50:52] anything well you would be limited on

[00:52:00] annually the finance division in
[00:52:01] collaboration with the director of
[00:52:03] administrative services and the city
[00:52:05] manager conducts a Media review of
[00:52:07] revenues and expenditures to identify
[00:52:10] significant changes that have occurred
[00:52:12] or may be expected to occur prior to the
[00:52:14] end of the fiscal year the primary
[00:52:17] objective of this review is to perform a
[00:52:19] divisional analysis of the general fund
[00:52:21] and identify items that have a material
[00:52:23] impact on the current budget today's
[00:52:26] presentation will provide a summary of
[00:52:27] the general fund and highlight the
[00:52:29] proposed fiscal year 2024 2025 midyear
[00:52:32] budget
[00:52:33] adjustments the current operating budget
[00:52:36] adopted by City Council on June 20th
[00:52:38] 2024 includes
[00:52:40] approximately I'm sorry $ 34.9 million
[00:52:44] in revenue and $33.5 million in
[00:52:47] expenditures staff is proposing midyear
[00:52:50] adjustments to increase operating
[00:52:52] revenue
[00:52:54] $215,000 and to decrease operating
[00:52:56] expenditures
[00:52:58] $239,000 which would increase the
[00:53:00] projected operating Surplus by
[00:53:04] $454,000 from approximately $1.34
[00:53:07] million to 1.79 million details of these
[00:53:11] proposed operating budget adjustments
[00:53:13] will be covered over the next few
[00:53:16] slides staff is recommending an increase
[00:53:18] to operating budgeted revenues of
[00:53:22] $215,000 Staff anticipates the city will
[00:53:24] receive $130,000
[00:53:26] more in tax related revenues $40,000
[00:53:30] Less in development related fees and
[00:53:33] $125,000 more and other miscellaneous
[00:53:37] revenues staff is requesting a reduction
[00:53:40] to budgeted general fund operating
[00:53:42] expenditures of
[00:53:44] $239,000 general fund operating
[00:53:46] expenditures are broken down into three
[00:53:48] object levels personnel which include
[00:53:50] salaries and benefits operations and
[00:53:53] maintenance and Department equipment
[00:53:55] total general fund fund salaries and
[00:53:57] benefits are anticipated to be under
[00:53:59] budget at year end any required budget
[00:54:01] adjustment for individual divisions will
[00:54:03] be brought to the city council for
[00:54:05] consideration with year in budget
[00:54:07] adjustments the proposed
[00:54:09] $239,000 decrease in operating in
[00:54:12] operations and maintenance is comprised
[00:54:14] of budget adjustments to four
[00:54:16] divisions a $75,000 decrease in City
[00:54:19] attorney expenses a
[00:54:22] $575,000 decrease in public safety due
[00:54:25] primarily to increase Revenue in cfd
[00:54:27] number one a
[00:54:29] $326,000 increase in general government
[00:54:32] due to continued Rising Insurance costs
[00:54:34] and an $85,000 increase in special
[00:54:37] programs for the historic resource
[00:54:40] survey the general fund summary displays
[00:54:42] the impact of proposed budget
[00:54:44] adjustments to the general fund in
[00:54:46] addition to the previously discussed
[00:54:48] operating budget adjustments staff is Al
[00:54:51] also proposing adjustments to
[00:54:52] non-operating revenue and
[00:54:54] expenditures a reduction of $620,000 in
[00:54:58] Federal grant Revenue to account for a
[00:55:00] grant that is now anticipated to be
[00:55:02] received next fiscal year a reduction of
[00:55:05] $4 million in Amphitheater improvements
[00:55:08] as the project has been abandoned by the
[00:55:10] city council and a reduction of $400,000
[00:55:13] in the raone road project as this
[00:55:15] project is now anticipated to be
[00:55:17] completed next fiscal
[00:55:20] year as shown on your screen and
[00:55:22] outlined in green the adopted general
[00:55:24] fund budget including both operating and
[00:55:26] non-operating budgets projected a net
[00:55:29] use of reserves in the amount of
[00:55:30] approximately $4.1 million the budget
[00:55:33] adjustments discussed today intend to
[00:55:35] change this Reserve spending into a
[00:55:37] surplus of about
[00:55:40] $100,000 this last slide will show how
[00:55:43] the Surplus impacts the general funds
[00:55:45] reserves the city started the fiscal
[00:55:47] year with approximately
[00:55:49] 61.79 million in general fund reserves
[00:55:52] and after accounting for the about
[00:55:54] $100,000 staff estimates the city will
[00:55:56] end the fiscal year with approximately $
[00:55:58] 61.9 million in general fund reserves
[00:56:02] for clarity unassigned fund balance
[00:56:04] represents funds that have not been
[00:56:06] committed for specific use and available
[00:56:08] for any purpose while funds in the
[00:56:10] city's six Reserve accounts have a
[00:56:12] specific commitment and can only be used
[00:56:14] for that purpose unless Modified by the
[00:56:16] city
[00:56:17] council this concludes my presentation

[00:56:56] a large part of that is because uh we
[00:56:58] determined that we're not going to spend
[00:56:59] Capital Improvements on the uh
[00:57:02] Amphitheater so that $4 million we
[00:57:03] didn't spend it correct I do have a
[00:57:05] question for you on nonoperating
[00:57:07] expenditures so we originally had
[00:57:09] anticipated we spend
[00:57:11] 6127 we didn't spend 4.4 of that but we
[00:57:14] did spend one point or we anticipated at
[00:57:17] the end of the fiscal year to to spend
[00:57:19] 1727 where did most of that 1. 727 go
[00:57:23] those are in a couple of different spots
[00:57:25] so there are some improvements that are
[00:57:27] happening here at City Hall currently we
[00:57:28] have some electrical upgrades that are
[00:57:30] happening that's a construction that
[00:57:31] everyone would notice if they're coming
[00:57:33] in there are some additional Capital
[00:57:35] expenses that happened with a uh buyout
[00:57:39] of the power purchase agreements that
[00:57:41] the city council approved in September
[00:57:43] of last year and then I would say the
[00:57:46] rest were just more miscellaneous
[00:57:48] General items that for financial
[00:57:50] reporting purposes are capitalized or
[00:57:52] I'm sorry categorized as capital items
[00:57:55] okay and one more question question so
[00:57:57] uh that $620,000 Grant so uh that wasn't
[00:58:01] received but we do expect to receive it
[00:58:03] at a in a future fiscal year correct
[00:58:05] that Grant is tied to the raone road
[00:58:07] project so since that project completion
[00:58:09] is anticipated next year the grant will
[00:58:11] happen next year as well okay thank you

[00:58:52] rather extensive and a lot of work has
[00:58:55] gone into it
[00:58:57] uh as you will hear um this has been a
[00:59:00] challenge for many years and uh I'm
[00:59:05] proud that uh Rancher Mirage has taken
[00:59:08] the lead in
[00:59:10] solving uh what has been a challenge uh
[00:59:14] for us and to answer a number of
[00:59:17] questions and this is to receive a
[00:59:20] wireless Master Plan update and provide
[00:59:24] related staff Direct
[00:59:27] and that will be handled by Jason
[00:59:30] haday uh director of Information
[00:59:33] Services if you will
[00:59:36] Jason thank you mayor council staff and
[00:59:38] guests I'm here to provide an update on
[00:59:40] the wireless master
[00:59:43] plan staff has completed the analyze and
[00:59:46] drafting of the Ranch Mirage Wireless
[00:59:48] master plan as the attached here staff
[00:59:51] report staff has distilled over 200
[00:59:54] pages of data to report on on the
[00:59:56] following topics background and
[00:59:58] challenges analyzing the data the
[01:00:01] wireless master plan and key findings
[01:00:04] and next next steps and
[01:00:08] recommendations background on challenges
[01:00:11] the city's low population density the
[01:00:13] limit limited vertical assets such as
[01:00:15] our tall buildings our utility poles uh
[01:00:18] land use restriction and terrain
[01:00:20] constraints create significant
[01:00:22] challenges for our wireless coverage
[01:00:24] additionally carriers often misrepresent
[01:00:27] their coverage requiring the city to
[01:00:29] take proactive approach to addressing
[01:00:32] barriers to rely on these
[01:00:36] services on this slide is our lenu
[01:00:39] zoning map and um the ran marage land
[01:00:42] use pattern creates significant
[01:00:44] challenges with only 35% designated for
[01:00:47] residential area the largest catgory
[01:00:50] open space which is around 47% includes
[01:00:54] 32% of mountain Reser reses limited
[01:00:58] development and I like to highlight some
[01:01:01] of this it's in the green area see that
[01:01:03] all the mountain reserves the open space
[01:01:04] we have
[01:01:07] um plus out of the 25 square miles less
[01:01:11] than 18 18 of those are are buildable
[01:01:16] are buildable much of which is already
[01:01:18] developed into residential
[01:01:23] communities carriers and ranal marage
[01:01:25] have not taken meaningful steps to
[01:01:27] address coverage gaps instead they have
[01:01:29] blamed the city while making coverage
[01:01:31] maps that do not align with our railroad
[01:01:35] experience so um I actually went online
[01:01:39] you go online right now do a search for
[01:01:42] whatever carrier you have if you type in
[01:01:45] ranal Mirage or the great 92270 area
[01:01:48] code if you look at this on the left
[01:01:50] hand size it's on AT&T it shows we have
[01:01:52] full coverage right it's another carrier
[01:01:55] Verizon you type in ranom Mirage if you
[01:01:57] look at it it's kind of misleading it
[01:01:59] says we have 5G Ultra wideband full
[01:02:02] coverage if you look at this map Sweet
[01:02:05] let's go to the next topic
[01:02:10] done to re to resolve these issues on
[01:02:14] July 18 2024 the city council
[01:02:17] proactively partnered with s plan
[01:02:19] Technologies to develop the wireless
[01:02:20] master plan the plan aims to enhance our
[01:02:23] your coverage in ranom Mirage through
[01:02:25] stre Solutions in emerging
[01:02:31] Technologies the wireless master plan
[01:02:33] provides the city with accurate data to
[01:02:36] understand cover challenges and develop
[01:02:38] streak
[01:02:39] Solutions and the way they did that is
[01:02:41] they broke up this um Wireless master
[01:02:43] plan in three Milestones the first
[01:02:45] Milestone was to conduct field tests to
[01:02:47] map out the coverage gaps identify our
[01:02:50] telecommunication sites out there and
[01:02:52] they created an accurate um Baseline of
[01:02:54] the existing services is the second part
[01:02:56] of the Milestone of the report they
[01:02:59] actually modeled the coverage of the
[01:03:01] major carriers and um surprising I when
[01:03:04] I first started this I thought Verizon
[01:03:06] was the superior coverage in Ran Mirage
[01:03:08] but after after this Wireless master
[01:03:10] plan it shows that AT&T is superior
[01:03:13] coverage in Ranch Mirage um the third
[01:03:16] Milestone was the actual they identify
[01:03:19] locations and INF infrastructure
[01:03:21] solutions to enhance coverage
[01:03:26] as part of the wireless master plan s s
[01:03:29] plan performed a comprehensive field
[01:03:31] survey and a drive test analyst for real
[01:03:33] world saler performance i' like to share
[01:03:36] a short video with you
[01:03:41] guys we're driving around the city Ranch
[01:03:43] Mirage collecting cellular signals from
[01:03:46] all the three major carriers AT&T
[01:03:48] T-Mobile and
[01:03:50] Verizon the goal for this is to improve
[01:03:53] the cellular coverage for the residents
[01:03:54] of Ranch Mirage this this can help
[01:03:56] improve reliability and data and
[01:03:58] coverage for the residents we have a
[01:04:00] team of specialized RF Engineers helping
[01:04:02] us analyze this task this is a signal
[01:04:04] level graph of uh the data that we're
[01:04:06] driving around collecting we're using
[01:04:07] two softwar defined scanners so as we're
[01:04:10] driving around collecting data this is
[01:04:12] what's helping us collect the correct
[01:04:14] data and the cell phones are collecting
[01:04:15] simulated data over user experience so
[01:04:18] the importance of this is times are
[01:04:19] changing and more people are going away
[01:04:20] from landlines to um cellular data
[01:04:29] Gathering all the data we're going to
[01:04:30] postprocess it compile it and give the
[01:04:33] information back to the city so they can
[01:04:36] make a uh decision you know how they're
[01:04:39] going to move forward this help the
[01:04:40] residents of ranch of Mirage communicate
[01:04:41] better within the city and find out
[01:04:43] better ways to better improve sales
[01:04:45] service throughout the city of Ranch
[01:04:51] Mirage all right part of the wireless
[01:04:53] master plan here's an ex example some of
[01:04:56] the documentation we received they
[01:04:58] actually went to every single site out
[01:04:59] there in Ranch Mirage they actually
[01:05:01] documented took pictures they let us
[01:05:04] know if it was operational or if it was
[01:05:06] decommission and we got actual latitude
[01:05:09] laude location and uh other
[01:05:15] information the study also identified 23
[01:05:19] total cell sites in ranch marage 18 of
[01:05:21] those were operational three were under
[01:05:24] construction and two were actually just
[01:05:26] decommission not even being
[01:05:29] used on the right hand on the right hand
[01:05:31] side is the map out of the total 59
[01:05:34] total applications um that we received
[01:05:37] that we have on file only two of those
[01:05:40] are in residential areas in the city
[01:05:42] majority of our s towers are in
[01:05:44] commercial
[01:05:50] property this is one of the decommission
[01:05:52] sites it's a Sprint T-Mobile site so um
[01:05:56] part of this survey we actually went on
[01:05:58] top of the roof and actually look at a
[01:06:00] lot of these facilities and this is just
[01:06:03] one of the sites of commission um so
[01:06:06] part of this is we could actually take
[01:06:08] take this data take this knowledge talk
[01:06:11] to the carrier and let them know hey
[01:06:13] this s's decommissioned how can we get
[01:06:14] this operational to get coverage in this
[01:06:19] area some of the key findings for the
[01:06:21] wireless master plan highlighted major
[01:06:23] issues with the existing infrastructure
[01:06:25] ructure on all the major carrier
[01:06:28] networks AT&T Verizon T-Mobile to ensure
[01:06:32] adequate coverage each carrier should be
[01:06:34] operating at least 12 South sites
[01:06:37] however in Ral Mirage each carrier is
[01:06:39] currently operating around four to six
[01:06:41] sites as a result this results in poor
[01:06:44] signal quality reduced data speed and
[01:06:46] overall capacity
[01:06:51] limitation since I'm a tech guy I like
[01:06:53] to get in the Weeds on this typ type of
[01:06:55] stuff so this is the
[01:06:56] frequency um the right hand side right
[01:06:59] here is actually showing some of the
[01:07:01] data we actually scanned out there in
[01:07:02] the field and it's all it's just the
[01:07:05] frequency the band for AT&T T-Mobile
[01:07:07] Verizon and when I say frequency think
[01:07:09] of it as a basic radio channel your
[01:07:12] phone uses to talk to the tower just
[01:07:13] like your car radio tunes into a Civic
[01:07:15] station your phone turns into to a Civic
[01:07:19] frequency for the cell
[01:07:21] tower so we looked at the 700 MHz
[01:07:24] frequency and this is the the best
[01:07:25] overall coverage due to its low
[01:07:28] frequency and the ability to cover large
[01:07:30] area and it does a blanket cover
[01:07:33] coverage so it's able to penetrate a lot
[01:07:36] further and the 1900 21 MHz frequency
[01:07:39] towards the bottom um those are the
[01:07:41] higher frequencies and think of that as
[01:07:44] they have faster data rates they
[01:07:46] increase um capacity and these are
[01:07:48] typically used for like small cell
[01:07:53] sites like to show an example of what
[01:07:56] we're talking about so this is at fire
[01:07:59] station 50 and it's showing one of the
[01:08:01] 700 MHz um facilities out there and it's
[01:08:05] a Verizon site and if you passed by on
[01:08:07] Highway 111 you would never realize it
[01:08:09] because you got you got those trees
[01:08:11] right there you would even know that's a
[01:08:12] cell
[01:08:17] tower the next slide is more of our
[01:08:19] small cell sites and just showing you
[01:08:21] example of um what what they look like
[01:08:23] these are in Ranch Mirage now they're
[01:08:26] active um the picture on the right is
[01:08:28] actually on a on a light pole the other
[01:08:31] one's on a flag pole and why can't we
[01:08:35] put them on our traffic lights um we
[01:08:37] don't have any right now but that's
[01:08:39] something to consider we should look
[01:08:44] at so during the dry this is during the
[01:08:47] dry test um we collected all the data
[01:08:49] and we had to correlate that and put
[01:08:52] that into a map to represent that so
[01:08:55] this this is AT&T's um site in a 700 MHz
[01:08:57] range and they have um if you see the
[01:09:03] circles right here and in the maps
[01:09:06] little circles those are the cell sites
[01:09:08] and the color is what the heat map what
[01:09:10] it's representing green is you have
[01:09:12] excellent coverage it's a strong
[01:09:14] connection strong connection fast data
[01:09:16] speeds yellow you're connected you're
[01:09:18] still connected you got good speed for
[01:09:20] browsing when you get into the pink and
[01:09:22] the red area those are when you start
[01:09:25] having issues with data and um I
[01:09:27] wouldn't recommend taking a zoom call if
[01:09:29] you're in those
[01:09:34] areas so Verizon we looked at each of
[01:09:36] those carriers so Verizon has um four
[01:09:39] operating operating sites plus one
[01:09:41] repeater site and when I say a repeater
[01:09:43] site um the repeater the repeater site's
[01:09:46] off of right there at the Eisenhower at
[01:09:48] the hospital right here in the middle it
[01:09:50] grads a seal and rebroadcasts out
[01:09:57] next one is
[01:09:58] T-Mobile it's um as far one of the the
[01:10:01] carrier that's struggling in ranal
[01:10:03] marage they have pretty bad coverage um
[01:10:06] good thing about this is I actually
[01:10:08] reached out to each of the carriers
[01:10:09] during this process and told them I was
[01:10:12] we're doing conducting a wireless master
[01:10:14] plan Um T-Mobile actually got back to me
[01:10:17] we have a meeting set with the RF
[01:10:19] engineer um next week to actually go
[01:10:22] over this data and see how we can
[01:10:24] improve it for for the
[01:10:29] City sell plan has also provided rental
[01:10:31] marage with a site options tailored for
[01:10:33] each carrier and frequency band to
[01:10:36] improve coverage and capacity in problem
[01:10:38] areas the proposed includes five to six
[01:10:41] new sites per sites for the 700 band and
[01:10:45] to improve the 1900 2100 MH range
[01:10:47] they're recommending 7 to8 per site per
[01:10:50] carrier
[01:10:55] for example let's contrast wireless
[01:10:59] coverage for AT&T the left hand side of
[01:11:02] the map shows the current coverage and
[01:11:04] the right side where the heat map you
[01:11:06] see a little some triangles right
[01:11:11] here these are the proposed sites and
[01:11:13] this is backed with data so it's not
[01:11:16] like oh we think we should put a ten
[01:11:18] here better coverage no they looked at
[01:11:20] the actual Scan they did and where the
[01:11:23] best placement would be they took to
[01:11:25] look at our zoning data and our cups
[01:11:27] what we have out there to see where the
[01:11:29] best coverage and proposed location to
[01:11:32] put these cell
[01:11:34] towers so part of this is they created a
[01:11:37] chart for each carrier for us and as you
[01:11:40] can see it gives an address shows the
[01:11:43] zoning the actual the recommendation
[01:11:46] type of design we should put on there
[01:11:48] the tenna height and the actual location
[01:11:50] where it's at so for AT&T South plan
[01:11:53] proposals four monop Pals and two
[01:11:55] rooftop sites um they also looked at our
[01:11:59] some of our
[01:12:01] cups and CS they've been approved
[01:12:04] already through Council but they were
[01:12:07] just never constructed so South L's
[01:12:09] recommending that we go out there and
[01:12:10] revisit these permits and find out why
[01:12:13] they weren't
[01:12:20] built so this this next site actually
[01:12:22] showing the 1921 meaher by adding seven
[01:12:27] more seven of these small salwer sites
[01:12:32] and remember they're not like the 700
[01:12:34] MHz where they spread and go far these
[01:12:36] small solars have limited range but they
[01:12:39] handle capacity great so we need a lot
[01:12:42] more of those to handle the
[01:12:48] users so just like the 700 MHz range
[01:12:51] they actually created a chart give us
[01:12:53] locations wh they should be at that um
[01:12:56] so s plan proposals three small SS and
[01:12:59] street lights one flag pole three
[01:13:01] rooftop sites and street light antennas
[01:13:05] have been proven functional small Sell
[01:13:07] Solutions adopted by multiple cities
[01:13:09] including Ranch
[01:13:10] Mirage maybe adding more south SES like
[01:13:14] this throughout the city could help our
[01:13:19] capacity picture right here actually

[01:13:25] um just remember some of these sites
[01:13:27] have a little bit drawbacks they don't
[01:13:28] go as far plus they require fiber
[01:13:31] infrastructure in the ground to connect
[01:13:33] to their facility so we got to they got
[01:13:35] to have five each carrier has to have a
[01:13:37] connection back to their
[01:13:43] equipment the heat map on the left
[01:13:45] represents Verizon's actual coverage map
[01:13:48] not their marking material online the
[01:13:50] heat heat map on the right represents
[01:13:53] their their project
[01:13:55] coverage if we get new antennas and
[01:13:58] where they should be placed at in the
[01:13:59] city what I want to talk about right
[01:14:01] here is if you look at the area it's our
[01:14:03] main
[01:14:04] corridors High Highway 111 fully covered
[01:14:08] Bob Hope the hospital fully
[01:14:14] covered another thing um here's a
[01:14:17] specific example of of rizon 700 uh
[01:14:20] megaherz range at um Palm Valley skull
[01:14:23] so with the data we could create a GIS
[01:14:26] map and actually see that data what the
[01:14:28] coverage looks like so here's Palm
[01:14:30] Valley School all in green it hits
[01:14:32] Mission Hills Country Club it shows a
[01:14:34] solid solid connection right there top
[01:14:38] right actually the current Verizon tower
[01:14:46] there okay this next next map is also
[01:14:49] showing T-Mobile's current coverage and
[01:14:51] their actual propose um sites for
[01:14:54] T-Mobile I'm not going to go in detail
[01:14:56] and talk about every table on every
[01:14:58] carrier
[01:15:01] but okay so right now our
[01:15:04] coverage in the city we we're about
[01:15:06] covered 45% out there with good coverage
[01:15:10] um if the carriers come in and actually
[01:15:12] add all these towers what's our
[01:15:14] percentage looks like so that growth
[01:15:17] will be 70% for commercial institution
[01:15:20] residential zoning will now achieve
[01:15:22] excellent and good coverage why not not
[01:15:25] 100% why not 90 that's probably won't
[01:15:29] happen it's because our topography that
[01:15:32] we have so the picture is a great
[01:15:33] example right here we have these Hills
[01:15:35] these Coes the signal doesn't penetrate
[01:15:37] through that if the tower is on the
[01:15:39] other side and also a lot of our
[01:15:41] residential communities built out we
[01:15:43] don't want a huge Tower in the middle of
[01:15:45] a residence so we have to use those
[01:15:48] small cell towers on small cell sites
[01:15:56] what's our next steps and
[01:15:57] recommendations so the wireless master
[01:15:59] plan is a critical step for improving
[01:16:02] saler coverage across the city it
[01:16:04] analyzes key data information service
[01:16:06] gaps and offers strategic
[01:16:10] recommendations the image right here
[01:16:11] shows how cities municipalities are
[01:16:14] responding from a traditional from a
[01:16:16] more passive regulatory approach to a
[01:16:19] more active strategic coordination
[01:16:22] meaning we're not just waiting for the
[01:16:23] carrier to come in and issuing their
[01:16:26] permit we're actually trying to be more
[01:16:29] proactive uh entice a carrier to come in
[01:16:31] and work with the carriers and this is
[01:16:33] across the board every every city out
[01:16:35] there is starting to do this
[01:16:42] now so staff also has been working on um
[01:16:45] creating an inter interactive map for
[01:16:47] our residents so they're able to enter
[01:16:50] their address and they could actually
[01:16:52] see their s coverage or what the carrier
[01:16:55] coverage um if I what I like to show is
[01:16:59] a a live demo of this usually I don't do
[01:17:01] live demos but we're going to try to
[01:17:03] make this
[01:17:08] happen so this is taking the real data
[01:17:11] that we got from s plan and we imposed
[01:17:13] it in our e software G
[01:17:19] software and how you read this map the
[01:17:23] layer on the left you have all the
[01:17:25] carriers like if I want to see Verizon I
[01:17:27] can show Verizon if I want to see
[01:17:28] T-Mobile I can show T-Mobile or
[01:17:31] AT&T the right actually shows the signal
[01:17:34] quality so um great thing about this you
[01:17:36] can type in someone an address Josh can
[01:17:39] you enter see Hall's address for
[01:17:44] me so I just typed in the address it's
[01:17:46] actually going to bring all the carriers
[01:17:48] and show the singal if they have
[01:17:49] excellent quality if they're good if
[01:17:51] they need work um so if you're a
[01:17:54] homeowner and you're looking at this you
[01:17:56] type in your address you might be in the
[01:17:58] area
[01:17:59] that you don't have great coverage but
[01:18:01] maybe T-Mobile has better coverage or
[01:18:03] maybe AT&T has better coverage you're
[01:18:04] able to see this with this data another
[01:18:07] great thing here's City Hall ranal
[01:18:09] Mirage you guys see this little Hill
[01:18:11] right here if I type
[01:18:14] in click on Verizon there's a tower just
[01:18:17] right up here but because of that heel
[01:18:20] it blocks a single propagation to come
[01:18:23] across so it's
[01:18:26] actually it gets blocked so by looking
[01:18:29] at GIS data looking at the underlying
[01:18:32] data where able to see this type of
[01:18:37] information so I want to scroll up just
[01:18:39] a little
[01:18:40] bit this we're talking about Palm Valley
[01:18:44] so if I pull up their address I'll just
[01:18:46] click on it tells me that Verizon
[01:18:49] excellent coverage because they have a
[01:18:50] tower right there on their property so
[01:18:52] it shows good coverage T-Mobile AT&T
[01:18:55] they're in the pink and in the red so I
[01:18:58] could actually we could actually click
[01:19:00] on here and see Verizon solid coverage
[01:19:03] T-Mobile it's
[01:19:05] red or AT&T so with this
[01:19:10] data what we could do as a city is hey
[01:19:12] maybe work with this um business owner
[01:19:15] maybe see we get a tower there um and
[01:19:17] improve T-Mobile and int coverage at
[01:19:19] this location
[01:19:25] and if directed by Council we could have
[01:19:27] this available on our website
[01:19:29] today yeah from from a resident
[01:19:32] perspective right you could type in your
[01:19:33] address and if you're not married to
[01:19:34] your cell carrier and one is uh you know
[01:19:38] better than the other you could improve
[01:19:41] your situation just by changing cell
[01:19:43] phone
[01:19:46] carriers another another recommendation
[01:19:48] I have is um that we from this from the
[01:19:51] report is the city can partner with our
[01:19:53] local organization and our land owners
[01:19:56] by pre- identifying and approving cic
[01:19:58] sites for small cell technology
[01:20:00] streamlining the approval process and
[01:20:03] reducing uncertainty to our
[01:20:05] operators through C collaboration with
[01:20:08] our property owners the city can
[01:20:10] prioritize these sites and facilities in
[01:20:12] the entitlement process so just in other
[01:20:15] words go out there talk to our to some
[01:20:18] of our partners out there see if we can
[01:20:21] get something on on their location and
[01:20:23] get that pre- entitled so when work with
[01:20:25] a carrier we just let them know hey we
[01:20:27] did we talked to the the business owner
[01:20:29] they want this we looked at the actual
[01:20:32] maybe the master lease agreement create
[01:20:34] that we have all that data behind it so
[01:20:36] it's a lot easier to work on that type
[01:20:38] of
[01:20:44] deal the wireless wireless master plan
[01:20:47] is recommending city council direct
[01:20:49] staff to the following items that we
[01:20:51] received from this Wireless master plan
[01:20:54] one
[01:20:55] streamline our permitting process
[01:20:57] simplifying zoning and permitting for
[01:20:59] new towers and small cell focusing on
[01:21:02] early coporation e- reviews maybe
[01:21:05] updating our website that's tailored for
[01:21:08] cell
[01:21:10] coverage conduct a policy review of our
[01:21:14] Municipal Code update our Municipal
[01:21:16] regulation to attract Network operators
[01:21:18] to streamline the development while
[01:21:20] maintaining zoning and aesthetic
[01:21:22] standards
[01:21:25] develop and maintain a list of
[01:21:26] pre-approved
[01:21:28] sites ID identifying a preapproved sites
[01:21:31] where Wireless infrastructure reduces
[01:21:34] uncertainty so we got this data already
[01:21:36] from the Milestone we just got to look
[01:21:38] at it and see what sites we want to go
[01:21:40] after and talk to the carriers about
[01:21:44] that Mobile coverage opportunity zones
[01:21:47] so direct staff to um look at creating
[01:21:51] opportunity zone so we can have this in
[01:21:53] the map and and maybe with these zones
[01:21:56] we could um exite the zoning or reduce
[01:21:59] fees to encourage service providers to
[01:22:01] expand in these
[01:22:04] areas establish a master service
[01:22:07] agreement so we could use single Master
[01:22:09] Lease agreements or streamline the
[01:22:10] negotiation of approving detti
[01:22:13] communication infrastructure or
[01:22:19] equipment creating a t Telecom Asset
[01:22:23] Management tools so we should be able to
[01:22:26] figure out what equipment's out there
[01:22:28] what's the industry using what's the new
[01:22:30] technology and track that track what's
[01:22:33] been installed tracks what's been
[01:22:36] decommissioned out
[01:22:40] there and develop those interactive maps
[01:22:44] so one for the carriers we could
[01:22:46] actually develop interactive map so we
[01:22:49] could take a look at our current cups uh
[01:22:51] Cs and see what's been pree pre-approved
[01:22:54] what's out there are small cell sites we
[01:22:56] could document that all on a map and
[01:22:58] have that data collected as well as
[01:23:00] creating that map that we showed you
[01:23:02] earlier for our residents so they're
[01:23:04] able to see what the best coverage in
[01:23:05] the area
[01:23:08] is we should also identify um small cell
[01:23:13] installations locations um to focus on
[01:23:16] our flag pole street lights and where to
[01:23:18] put them
[01:23:19] at and after all this um one of the main
[01:23:23] recommendations I saw plan also
[01:23:25] recommended was consider the use of a
[01:23:27] wireless service broker so meaning we
[01:23:29] can engage in a broker to streamline
[01:23:32] these Asset Management guide
[01:23:35] operations and they have the knowledge
[01:23:38] the inside knowledge with the carriers
[01:23:39] who to contact and to help with
[01:23:43] this
[01:23:45] and that concludes my presentation for
[01:23:48] today I'm here to address ask any
[01:23:50] questions I'm here for you
[01:23:53] guys oh that's that's great Jason thank
[01:23:56] you you know for years all of us on this
[01:24:00] Council and
[01:24:02] staff uh have gotten complaints that the
[01:24:07] the city is an impediment as far as
[01:24:10] getting approval to put up a cell tower
[01:24:14] and that there is nothing further from
[01:24:16] the truth uh We've approved and we have
[01:24:20] a map that shows the number of towers
[01:24:22] that we've approved over the years that
[01:24:25] have never been
[01:24:26] built and so uh using this kind of an
[01:24:31] analysis we can pre-approve a number of
[01:24:35] sites and have them ready to go when the
[01:24:38] carrier says yes I'd like to build uh we
[01:24:42] can say these are the sites that are
[01:24:44] already approved that you can go ahead
[01:24:46] and do that that will that will save
[01:24:48] time immediately so that is great uh are
[01:24:53] there any
[01:24:55] questions from the public yes I received
[01:24:57] one speaker card from Brad

[01:25:04] currently live in the city
[01:25:08] um I am I was originally opposed to this
[01:25:12] when it came up way back when when you
[01:25:14] approved the Monies to be spent on this
[01:25:16] um um because I feel that data is out
[01:25:20] there already but it the deal is done
[01:25:22] the work has been completed um
[01:25:25] um I I was not alarmed but I I was
[01:25:28] surprised that um the contractor was not
[01:25:30] here today and the city apparently did a
[01:25:32] lot of the footw work U on this uh
[01:25:36] project but there's so many variables
[01:25:38] and dat time year everything plays and I
[01:25:42] would trust the carrier to do a better
[01:25:45] assessment nothing against the city or
[01:25:48] employee but U uh to do an assessment of
[01:25:51] their facilities and and I would words
[01:25:54] maybe not to uh broadcast this as
[01:25:59] verified information because time of
[01:26:02] year time of date weather conditions
[01:26:05] everything plays a matter how many
[01:26:07] people are actually using the fail seres
[01:26:10] at that time meaning how many customers
[01:26:12] are actually online uh that's all
[01:26:15] aspects of that aspect uh and and to
[01:26:17] favor one carrier over another I think
[01:26:19] the carriers are taking up eating and I
[01:26:22] think I think it's all rumor hearsay um
[01:26:25] of what was said by the caros uh so I'm
[01:26:28] I'm worried about that um because those
[01:26:32] people those businesses Supply Revenue
[01:26:34] to the city and and I hate to see all
[01:26:38] city government beat up on uh the people
[01:26:41] that Supply revenue and and maybe live
[01:26:43] in the city um uh and I am concerned uh
[01:26:48] the recommendations and I did kind of go
[01:26:50] through some of the report but not all
[01:26:52] it about light Po and I know the one's
[01:26:54] in my residental neighborhood and it's
[01:26:57] on a light pole but the light's not on
[01:26:59] never has been for 25 years I think uh
[01:27:05] so I'm worried about like the light now
[01:27:08] I'm speaking automatic light and plate
[01:27:10] meters all that stuff that's on a light
[01:27:11] pole you got assessment District paying
[01:27:13] for that infrastructure and paying for
[01:27:15] the cost of
[01:27:17] electricity how is that getting
[01:27:19] reimbursed to the city um aspects like
[01:27:22] that I don't think it's a bad thing what
[01:27:23] the city is doing but I I I it's a
[01:27:26] private sector type business and they
[01:27:29] should be doing the footwork for this um
[01:27:32] anyway I understand the aspects but I'm
[01:27:34] I'm I'm I'm worried that maybe this
[01:27:36] information is uh too severe uh to be
[01:27:40] taken seriously by uh every I I think a
[01:27:44] lot of people are vacation here they
[01:27:46] come here and they want to use the same
[01:27:47] cell phone they use in their home state
[01:27:49] and and maybe that's not an option for
[01:27:51] this area and maybe maybe that's just a
[01:27:53] fact of life but uh other than that um I
[01:27:56] guess I'm done thank you thank you that

[01:28:14] what would be these carriers motivations
[01:28:16] if you say that there's not a lot of
[01:28:17] density is there in how can we
[01:28:19] incentivize them to do anything about
[01:28:21] this so part of part of the
[01:28:25] recommendations that we um asking
[01:28:28] Council to direct staff is ways that we
[01:28:31] can incentivize our carriers by
[01:28:34] modifying and looking at our streamling
[01:28:37] our policies by taking the approach
[01:28:39] creating these opportunity zones we
[01:28:41] could give this to the carrier says hey
[01:28:43] if you build here we could limit the
[01:28:45] permitting process the cost fees and
[01:28:48] it's will FastTrack that process to get
[01:28:52] going plus we could work with the
[01:28:54] business owners in the city to help with
[01:28:57] that
[01:28:58] process yeah that would be a great
[01:29:01] incentive was there anyone else who

[01:29:11] comments thank you Mr Mayor um not so
[01:29:14] much comments but a little bit of
[01:29:16] clarification Jason first thank you for
[01:29:18] this exhaustive report uh it's it's
[01:29:21] really quite interesting and people that
[01:29:23] think that it's a simple straightforward
[01:29:26] thing uh obviously the depth and length
[01:29:30] of this report proves otherwise I
[01:29:32] wondered if you could kind of clarify or
[01:29:34] stress um that the framework for this is
[01:29:39] not just a question of let's put up a
[01:29:41] tower but there's an itemized list in
[01:29:44] the plan about balancing technological
[01:29:47] innovation uh creating a streamlined
[01:29:50] approval establishing Technical and
[01:29:53] aesthetic stand standards ensuring
[01:29:55] infrastructure resilience and
[01:29:57] sustainability and protecting the public
[01:30:00] interests while encouraging
[01:30:02] technological investment so it seems
[01:30:04] like it's a big cauldron of things that
[01:30:06] have to be mixed in can you comment a
[01:30:08] little bit on that yes that's correct
[01:30:11] and even um right now AT&T is working
[01:30:14] with their first net first net
[01:30:16] initiative and that's more for our
[01:30:19] Public Safety um they're making those
[01:30:21] open improvements now I just got off the
[01:30:24] phone this week talking to a rep from
[01:30:26] AT&T um one of their main goals is
[01:30:29] actually updating the infrastructure
[01:30:31] across the United States right now they
[01:30:33] have a big project going on to a program
[01:30:36] called open ran which is open radio
[01:30:40] Access Network so they can improve
[01:30:42] service quality so we're not just
[01:30:44] looking at one thing pending a tower
[01:30:46] here and that's it we're we're we want
[01:30:49] to be more of that proactivity and go
[01:30:52] after the carriers and and work with the
[01:30:55] carriers um to get them in in here to
[01:30:58] part to partner with them that's our
[01:31:01] goal one of the key things we also have
[01:31:04] that we didn't do before is we have
[01:31:06] these assets we have Community Parks we
[01:31:10] have City Hall we have buildings we have
[01:31:13] fiber in the ground we have dark fiber
[01:31:16] in the ground why can't we use some of
[01:31:17] our dark
[01:31:18] fiber and work with the carriers if
[01:31:21] there need fiber in the ground to make
[01:31:23] some of these small cell sites so we
[01:31:26] have to look at the whole big picture
[01:31:27] and look at and let the carriers know we
[01:31:30] have this type of infrastructure in
[01:31:32] place thank you that this kind of leads
[01:31:35] into the second thing I wanted to ask
[01:31:36] about which a lot of people contact me I
[01:31:39] made this a big issue about cell phone
[01:31:41] reception in our city and uh some of
[01:31:44] theur concerns are the Aesthetics uh
[01:31:47] which has been the history of why we
[01:31:49] have spotty service in the city now is
[01:31:51] that people didn't want things in their
[01:31:53] neighbor Hood but in the appendix here
[01:31:56] we talk about that there's several
[01:31:58] places that you can do things that here
[01:32:01] to for could not be done pole
[01:32:03] installations like you said flag poles
[01:32:05] street lights traffic signals but also
[01:32:09] facades on public or private property
[01:32:11] when the owner uh consents to it like
[01:32:14] the exterior of buildings walls
[01:32:17] rooftops uh High that's good for high
[01:32:19] demand areas but as you just mentioned
[01:32:22] there's also underground installation
[01:32:24] using fiber and power controls that way
[01:32:27] and then indoor installations as well
[01:32:30] deployed inside buildings stadiums malls
[01:32:32] or other large facilities so would these
[01:32:36] areas be something that we would utilize
[01:32:39] in our plan yes that's correct that's
[01:32:41] part of the wireless master plan and
[01:32:43] that's in there um I can give you an
[01:32:46] example of what we did at at the library
[01:32:48] facility um Ranch Mar's Library the
[01:32:51] outside of the building there's really
[01:32:53] no no wireless service going into that
[01:32:55] building so what we did is we installed
[01:32:57] specialty Hardware um called a DA system
[01:33:02] it it's a tenna that points to the
[01:33:04] nearest cell tower and brings that radio
[01:33:07] waves
[01:33:08] into the library so you're able to make
[01:33:11] a call inside the Library R an &t and
[01:33:15] that device actually worked on multiple
[01:33:16] carriers uh it does cost a bit but if
[01:33:20] you have a system in place like that it
[01:33:23] helps out for like in indoor coverage to
[01:33:26] improve
[01:33:27] that Jason thank you it's a great Mr
[01:33:31] Mayor any other comments yeah I I just
[01:33:35] like to remind everyone that this this
[01:33:38] study was a result of citizens over the
[01:33:41] years but especially in the last couple
[01:33:42] of years conveying they cannot make a
[01:33:45] phone call both council member o'keef
[01:33:48] and I live at Del Web and often is the
[01:33:50] case we have to step outside of our
[01:33:52] homes put our phones on a speaker in
[01:33:54] order to take a call because the cell
[01:33:56] service is so limited with that said
[01:33:59] we've been bringing those concerns back
[01:34:02] uh to City Hall and and kudos to our
[01:34:05] planning department uh Public Works and
[01:34:08] to Our IT department for taking the time
[01:34:11] to do this study uh most of you have
[01:34:15] gone into a cell phone store whether be
[01:34:19] it AT&T Verizon
[01:34:22] T-Mobile myself I'm a Verizon
[01:34:25] customer and I've gone into Verizon and
[01:34:28] they say the city doesn't approve our
[01:34:30] permits and I share the data with them
[01:34:34] they kind of look at me sideways they
[01:34:36] said I'm with the city and we have
[01:34:38] approved these cell towers but the
[01:34:40] carriers have not moved for whatever
[01:34:42] reason they don't get enough pings they
[01:34:44] don't think they're going to make money
[01:34:46] enough money to support those Services
[01:34:49] ultimately it was it's the um the
[01:34:51] carriers that need to move forward and
[01:34:54] so uh I applaud our past council members
[01:34:57] and and staff for approving those
[01:34:59] permits to move forward but I think um
[01:35:02] with this plan and those colorized maps
[01:35:07] and identified sites we have the data to
[01:35:10] present to those carriers often is the
[01:35:14] case also you see a cell tower and not
[01:35:16] all the carriers want to occupy the same
[01:35:19] Tower they want their own independence
[01:35:21] and so that too is a challenge however I
[01:35:25] think with this data and the different
[01:35:27] approach and the
[01:35:29] incentivization uh that we might be able
[01:35:31] to offer them that might change their
[01:35:33] thinking this is no longer a cell phone
[01:35:36] situation as it was 15 20 years ago
[01:35:38] where a cell phone was a novelty or an
[01:35:41] option because we all had landlines in
[01:35:43] our home it's now a matter of public
[01:35:47] safety it's a p it's a part of of our
[01:35:50] life it's about communication so uh I I
[01:35:54] want to thank I I really want to thank
[01:35:57] our staff uh I know you get hit a lot uh
[01:36:01] with negative complaints and concerns
[01:36:03] and uh these individuals we can only
[01:36:07] make policy but the the staff is really
[01:36:10] took the bull by the horns and said this
[01:36:12] is what we can do came to council and
[01:36:15] this is why we commissioned this study
[01:36:17] it's important because this desert is
[01:36:19] not staying quiet in the small village
[01:36:21] that we've all known for many many years
[01:36:23] were expanding
[01:36:25] exponentially um all nine cities so I
[01:36:28] appreciate the proactivity in preempting
[01:36:31] this and hopefully the sounds like
[01:36:33] T-Mobile is is the first to come forward
[01:36:36] to say hey we are interested in what you
[01:36:39] have let's see how we can work together
[01:36:41] and hopefully that'll be moving forward
[01:36:42] with the other two
[01:36:43] carriers I have a question yes um on the
[01:36:48] fiber cable question with Spectrum or
[01:36:51] Verizon with their Dart with their fi
[01:36:55] is there enough of that to support what
[01:36:57] we're talking about as a plan cuz I'm
[01:36:59] not as knowledgeable and it was
[01:37:01] mentioned and thank you Michael for
[01:37:02] bringing up the question because that
[01:37:04] was my question which is what do you
[01:37:05] need in the ground to then enable the
[01:37:07] towers to do the work that you've talked
[01:37:09] about yeah so the five when we're
[01:37:12] talking about small cell sites the ones
[01:37:14] on the telephone they do need the
[01:37:16] infrastructure back in which requires
[01:37:19] fiber those sites handle high capacity
[01:37:22] so a sites that have a lot of people
[01:37:25] around or if you're surfing the internet
[01:37:27] it needs that fiber Backbone in the in
[01:37:29] the background so we have fiber in our
[01:37:32] ground on our main corridors like down
[01:37:33] Highway 11 when we did our traffic um
[01:37:36] project for our traffic signals we put
[01:37:38] extra fiber in there and we have any new
[01:37:41] development that comes on board we
[01:37:43] require fiber in the ground so that's an
[01:37:46] ongoing process and we set aside dark
[01:37:49] fiber for stuff like projects like this
[01:37:54] thank you great yeah the the fiber is
[01:37:57] cheap it's the digging in the ground and
[01:37:58] putting the conduit in uh and so through
[01:38:01] several City projects with our signal
[01:38:03] interconnect and then developments we
[01:38:05] actually do have uh a very nice network
[01:38:08] of uh conduit and fiber uh within our
[01:38:12] city now I think we have been ahead of
[01:38:15] the curve when it comes to putting the
[01:38:17] fiber in the ground I think that we've
[01:38:20] been thinking ahead a great deal about
[01:38:22] that and um I think we're equipped to
[01:38:26] take it
[01:38:27] Forward um and it's it's going to be
[01:38:32] refreshing to be able to go to the
[01:38:34] carriers and say look this is what's
[01:38:36] already been approved do you want to get
[01:38:39] a board and that's where we are now
[01:38:42] especially as we embark on our
[01:38:45] construction of affordable housing all
[01:38:48] those needs um that will be um Coming
[01:38:51] online as we build those 1,700 units of
[01:38:55] affordable
[01:38:56] housing so uh Mr Mayor if I could just
[01:38:59] add something from my perspective you
[01:39:01] know kind of going through this and you
[01:39:03] know relying on uh Jason's expertise and
[01:39:08] uh you know what this does in in my
[01:39:11] opinion is it keeps us being proactive I
[01:39:14] mean ultimately we don't build cell
[01:39:16] phone towers right the carriers do uh
[01:39:19] but we want to be as attractive as
[01:39:22] possible for them to come and put their
[01:39:24] investment in Rancho Mirage to improve
[01:39:27] the coverage for our community and so
[01:39:30] there are things even though we don't
[01:39:31] build cell phone towers uh there are
[01:39:33] things that we can do as a city and
[01:39:36] ultimately we needed a foundation of
[01:39:39] data right because the old process was
[01:39:44] very much driven where the city sat back
[01:39:47] and we'd wait for the carriers to come
[01:39:49] to us and then they would have to do all
[01:39:51] the work right they would have to say
[01:39:53] well where are the available sites and
[01:39:55] let me go try to negotiate with somebody
[01:39:57] I'm negotiating with this party over
[01:39:59] here this party over here finally they
[01:40:01] get a willing landlord and then they
[01:40:03] come through the city's entitlement
[01:40:04] process that takes a number of months to
[01:40:07] get through all these things by the time
[01:40:10] they actually get the approval to build
[01:40:13] right that's a rather long process and
[01:40:15] so you know the key component of the
[01:40:18] study was saying hey let's do some of
[01:40:21] that groundwork for them them meaning
[01:40:24] the city can be proactive here and so
[01:40:27] with this data right cell plan said hey
[01:40:31] depending on the carrier right if it's
[01:40:33] AT&T Verizon T-Mobile they don't just
[01:40:36] need a tower somewhere they need a tower
[01:40:40] right here on this property and so as a
[01:40:44] city we can go to say a Palm Valley
[01:40:46] school and say Hey you know would you be
[01:40:50] willing to work with the carrier that
[01:40:54] was identified so let's give an example
[01:40:56] let's say it's AT&T would you be willing
[01:40:58] to work with AT&T it even specified the
[01:41:01] height and the type of uh shading that
[01:41:04] it would be so monop Palms are very uh
[01:41:07] popular out here uh so you could go to
[01:41:10] Palm Valley and it gets out of this
[01:41:11] theoretical and it becomes very real
[01:41:14] right hey would you be willing to do a
[01:41:16] lease with AT&T for a 69 ft Tower that's
[01:41:21] going to look like a monop palm and it's
[01:41:23] going to be right here and then you
[01:41:25] begin as a city to get these projects on
[01:41:29] board and then you would also
[01:41:31] potentially consider doing the
[01:41:33] entitlement process so we would go
[01:41:36] through and entitle a monop palm at
[01:41:39] whatever the height was at that location
[01:41:43] then you go to these carriers and you
[01:41:45] say hey all the work is done all you
[01:41:49] have to do is just come in and build it
[01:41:52] the owners on board here's a sample
[01:41:54] lease agreement already approved for
[01:41:58] this you know and if you're a cell phone
[01:42:00] carrier and you know you've got limited
[01:42:03] construction dollars and you're facing a
[01:42:07] year process over here with this
[01:42:08] jurisdiction or you're facing ranch or
[01:42:11] Mirage and they could literally go pull
[01:42:13] a permit and start building that begins
[01:42:16] to make us more attractive but we needed
[01:42:19] this data to put us in that position to
[01:42:21] go do these things obviously when it
[01:42:24] comes to our codes and regulations there
[01:42:26] were some recommendations to say Hey you
[01:42:29] know let's make this a little bit easier
[01:42:31] of a process and so that's one of the
[01:42:33] recommendations so there are things that
[01:42:35] the city can do to be more proactive to
[01:42:38] make us more attractive for investment
[01:42:41] from the carriers because we've done
[01:42:43] some of this leg work right we have
[01:42:45] great uh uh Community Partners um you
[01:42:49] know so think of school districts think
[01:42:51] of the tribe um think of Eisenhower
[01:42:55] right think of desert island some of
[01:42:57] their buildings are have some height
[01:43:00] right pretty rare to run across that in
[01:43:02] Rancher Mirage so we go work with those
[01:43:05] Community Partners and say hey it's this
[01:43:06] type of insulation here's what this
[01:43:08] would mean for you and you go do as a
[01:43:11] city some of this leg work with the
[01:43:13] people that we know right these are our
[01:43:15] Community Partners and then you go to
[01:43:18] the carriers and say this is set up this
[01:43:20] is ready to go here you know come do it
[01:43:22] come build it now you know in in the
[01:43:27] past um at one point you know the city
[01:43:31] was kind of tired of this carrier comes
[01:43:34] in gets the entitlement they always got
[01:43:38] asked the question are you actually
[01:43:39] going to build this one and of course
[01:43:41] the rep there would yes of course uh and
[01:43:44] then most of the time that wasn't
[01:43:46] getting built and you know it gets
[01:43:48] rather complicated right because they go
[01:43:50] shocking all these
[01:43:51] approvals and then you know this very
[01:43:54] large institution is making these
[01:43:57] decisions on where are they going to
[01:43:58] allocate their limited construction
[01:44:00] dollars so something that we were never
[01:44:03] exposed to but at one point the council
[01:44:04] got so tired of it that they said hey uh
[01:44:07] it was AT&T if you actually build this
[01:44:09] Tower we'll actually give you
[01:44:12] $20,000 right now uh there were certain
[01:44:15] parameters that the council put on that
[01:44:18] uh incentive uh one of them was a time
[01:44:20] trigger AT&T did not meet the
[01:44:23] qualifications to get the
[01:44:25] $20,000 and they really didn't care you
[01:44:28] know they were working at their pace and
[01:44:30] literally they said that doesn't mean
[01:44:32] anything to us and so they did end up
[01:44:35] building that Tower just not within the
[01:44:37] period uh to get the incentive so you
[01:44:40] know we've tried various things but what
[01:44:42] I like about this approach is it got
[01:44:45] very data driven and it puts us in a
[01:44:48] position to actually go and be proactive
[01:44:50] and make us more attractive for invest
[01:44:54] now what what um I do want to uh you
[01:44:59] know Jason can you pull up one of the
[01:45:00] side by side coverage maps just to
[01:45:03] illustrate this point right so if we if
[01:45:07] we were let's say 100% successful with
[01:45:10] this plan and every recommendation and
[01:45:13] every Tower got built that is you know
[01:45:17] in this plan right so here's AT&T's
[01:45:20] coverage so existing on the left if you
[01:45:23] did everything for the master plan
[01:45:25] that's what's on the right we still have
[01:45:28] challenges right so why will Jason
[01:45:31] covered some of that right we have Coes
[01:45:33] so you could have a tower like here at
[01:45:35] City Hall a Verizon towers just over
[01:45:38] there and we have terrible service here
[01:45:40] why because of the mountain so we're
[01:45:42] still going to suffer from that a little
[01:45:44] bit it's not likely that a carrier or
[01:45:48] all three major carriers are going to
[01:45:50] come put Towers in every single one of
[01:45:52] our Coes
[01:45:53] right we also have areas like the
[01:45:55] tamaras neighborhood the tamaras
[01:45:58] neighborhood is always a challenge
[01:46:01] because it's residential right there are
[01:46:05] no adjacent real commercial sites where
[01:46:09] you would even be able to put a cell
[01:46:11] phone tower so if you look on this map
[01:46:15] uh you know existing the tamarus
[01:46:17] neighborhood is red if we implemented
[01:46:21] this they're yellow
[01:46:23] right it's better right but it's not
[01:46:26] perfect so we still will have areas of
[01:46:29] our city even if we were 100% successful
[01:46:32] you're still going to have some
[01:46:34] challenges because of the land use and
[01:46:37] uh the mountains right so tamaras
[01:46:40] neighborhood uh Wi-Fi calling right when
[01:46:43] you're at home turn on your Wi-Fi
[01:46:45] calling uh that's one easy solution but
[01:46:48] again going from red to Yellow is still
[01:46:51] better right I'm sorry it's not green
[01:46:55] but again that's due to the makeup of
[01:46:57] that neighborhood right so closest sites
[01:47:00] are kind of Palm Valley School well
[01:47:03] that's not very close to some areas of
[01:47:06] the tamaras neighborhood you know the
[01:47:08] other existing Towers in Cathedral City
[01:47:11] right on our city uh limit and then the
[01:47:13] Children's Discovery Museum is another
[01:47:15] Tower so it's kind of on the fringes but
[01:47:18] when you get into the middle of this
[01:47:20] hamous neighborhood because it's all res
[01:47:22] residential uses they're going to have
[01:47:25] an improvement but it's you know not
[01:47:28] going to be perfect so as we work
[01:47:30] through this there's still going to be
[01:47:33] some areas that are challenged now one
[01:47:35] of the things with the uh micro cell or
[01:47:38] small cells right that's that's that's a
[01:47:41] that's a targeted approach and so you
[01:47:44] know there's going to be as as you work
[01:47:47] through that process you know I kind of
[01:47:48] naively thought oh man if if when we
[01:47:52] started this I was was you know if we
[01:47:55] put a small cell on every traffic signal
[01:47:58] pole then you would begin to get this
[01:48:00] great coverage you know and ultimately
[01:48:03] the coverage area of those small cells
[01:48:07] are not meant for that wide deployment
[01:48:09] right they essentially approximately
[01:48:11] cover about 300 feet and so we would
[01:48:14] have to have a signal pull every 300 ft
[01:48:18] to maintain that level of coverage
[01:48:19] obviously we don't and so those small
[01:48:22] cell sites are going to be great for
[01:48:25] targeted areas right so if we have an
[01:48:29] area of our city and you know maybe
[01:48:31] there's a a a weird elevation change and
[01:48:34] you you know some of the cell plan site
[01:48:37] talked about hey dropping calls and
[01:48:38] things of that nature so you know there
[01:48:41] may be some small solutions that you do
[01:48:44] to cover a very specific thing or where
[01:48:47] people gather right so take the river or
[01:48:51] Rancho Las Palma Shopping Center or any
[01:48:53] other place you can begin to say Hey you
[01:48:57] know when you're in Rancho Los Palma
[01:48:59] shopping center Highway 111 is at a
[01:49:02] higher grade than the shopping center
[01:49:04] and so as you go into that Center you
[01:49:06] know go to CVS and you're going to lose
[01:49:08] your cell phone coverage because of that
[01:49:10] huge height difference so you would
[01:49:13] begin to get targeted with these small
[01:49:15] cell sites to say let's go fix those
[01:49:17] specific areas we could work with the
[01:49:20] center owners and say hey here's the
[01:49:23] benefit of doing something like this
[01:49:24] would you be interested in doing that
[01:49:26] and you would begin to fix these zones
[01:49:29] ultimately the towers are what are
[01:49:31] giving us that that broad coverage for
[01:49:35] large areas so you know kind of having
[01:49:38] this data that supports where all this
[01:49:41] is happening and a very you know
[01:49:45] tailored here's how you go address these
[01:49:47] situations I think was the true value of
[01:49:50] going through this process and now it's
[01:49:52] incumbent on us to go say okay great
[01:49:54] let's go make Rancher Mirage the most
[01:49:56] attractive place for
[01:49:59] investment by doing a lot of this leg
[01:50:05] work are there any other comments my
[01:50:07] only comment Mr Mayor is that this is a
[01:50:09] pretty simple decision and easy decision
[01:50:10] for me so uh cell phone uses is so Ubi
[01:50:13] ubiquitous today uh all of our residents
[01:50:16] use it uh use cell phones our businesses
[01:50:19] must have cell phone coverage and good
[01:50:21] cell phone coverage today so if we want
[01:50:23] to create a healthy economy in this city
[01:50:25] we need to approve a plan like this um
[01:50:28] so I I just don't see a reason why this
[01:50:29] just doesn't make a sense it's also the
[01:50:32] case that from a resident perspective if
[01:50:34] you don't have a cell phone you got a
[01:50:36] problem in some cases with your health
[01:50:37] and safety so this is a health and
[01:50:39] safety issue that's really important for
[01:50:40] our city so I have no no no uh trouble
[01:50:43] approving this plan today all right if
[01:50:45] if there are no other uh questions I'll
[01:50:48] ask council member uh Michael O to make
[01:50:51] a motion thank you Mr Mr Mayor um first
[01:50:54] i' just like to say I don't think we
[01:50:55] should let the good be the enemy of the
[01:50:57] perfect and yellow is better than red
[01:51:00] and we're working towards green so I
[01:51:04] fully understand and share the
[01:51:05] frustration of residents and visitors
[01:51:08] who struggle with poor Wireless uh
[01:51:10] reception and this is far from a minor
[01:51:12] inconvenience it it affects not only
[01:51:14] Public Safety but also personal safety
[01:51:17] Economic Development and the overall
[01:51:19] quality of life in our community I think
[01:51:22] that this is a worthwhile investment in
[01:51:24] our City's
[01:51:25] future uh it's ensuring for uh essential
[01:51:29] to ensure that residents and visitors
[01:51:31] can enjoy digital conveniences of Modern
[01:51:34] Life this is the world that we live in
[01:51:36] so with that I would like to move that
[01:51:38] the city council receive and file the
[01:51:40] wireless master plan and direct staff to
[01:51:43] take the following actions one initiate
[01:51:46] necessary amendments to streamline the
[01:51:48] permitting process two conduct a policy
[01:51:51] review of the municipal code and
[01:51:53] initiate the amendment process to reduce
[01:51:55] barriers to entitlement three develop
[01:51:59] and maintain a list of pre-approved
[01:52:01] sites for infrastructure deployment
[01:52:03] including both new and existing
[01:52:05] locations by working with key
[01:52:07] stakeholders four designate and Market
[01:52:10] Mobile coverage opportunity zones with
[01:52:13] zoning permit priorities and fee
[01:52:15] reductions five establish Master
[01:52:18] Services agreements and service level
[01:52:20] agreements to streamline the use of
[01:52:23] telecommunications inventory six
[01:52:26] research telecommunication Asset
[01:52:28] Management tools to track
[01:52:30] inventory seven develop an interactive
[01:52:34] map showcasing current
[01:52:36] operational uh use permits and
[01:52:39] pre-approved sales sites providing
[01:52:41] detailed information for each location
[01:52:44] eight develop an interactive map for
[01:52:46] residents showing their coverage area
[01:52:49] per provider nine find way to encourage
[01:52:53] small cell installations on flag poles
[01:52:56] street lights and other existing
[01:52:58] structures where collocation is
[01:53:00] challenging and 10 engage a wireless
[01:53:04] service broker to facilitate
[01:53:06] communication between the city property
[01:53:08] owners and
[01:53:10] carriers thank you and I'll ask U mayor
