Housing Authority board and [00:00:27] the city council representing the red [00:00:29] velopment successor [00:00:31] agency this is the regular meeting for [00:00:35] Thursday February 20th it is now [00:00:38] approximately 1 [00:00:40] p.m. and I would like you to join me in [00:00:43] the flag salute to our great country and [00:00:46] please rise and place your hand over [00:00:50] your heart and repeat I pledge [00:00:54] allegiance of the United States of [00:00:57] America and to the repu for stands one [00:01:01] nation under God indivisible with liy [00:01:05] andice for [00:01:11] all thank you uh may we have a roll call [00:01:15] please council member [00:01:17] DS I'm here council member framber [00:01:20] edstein here council member O'Keefe here [00:01:23] mayor protm molato here mayor W [00:01:28] here the first order of business [00:01:31] today is one that gives me a great deal [00:01:34] of [00:01:36] pleasure and it's the recognition of [00:01:41] somebody that as far as I'm concerned is [00:01:45] a hero to our community a hero to [00:01:49] ranchel [00:01:51] Mirage for 25 years Lieutenant Rick [00:01:54] Espinosa has served with honor and [00:01:57] dedication in the Riverside County count [00:02:00] Sheriff's [00:02:01] Department protecting the Coachella [00:02:03] Valley and leading with service above [00:02:07] self rising through the ranks from [00:02:10] Deputy to [00:02:11] Lieutenant his career has been defined [00:02:15] by hard work leadership and [00:02:20] resilience that resilience was tested [00:02:23] and on full display on August [00:02:26] 29th [00:02:27] 2008 when lieutenant Espinosa was shot [00:02:31] in the line of duty during a traffic [00:02:34] stop in Desert Hot [00:02:37] Springs despite life-threatening [00:02:40] injuries he returned to duty in just 3 [00:02:44] months becoming a symbol of strength and [00:02:47] inspiration to his fellow officers and [00:02:51] our entire [00:02:53] community in November of [00:02:56] 2022 Lieutenant ESP Espinosa took on the [00:03:00] role of Lieutenant for the city of [00:03:03] Rancho [00:03:04] Mirage we are so fortunate that he [00:03:08] concludes his remarkable career with us [00:03:14] and we thank him for his courage [00:03:16] leadership and unwavering commitment to [00:03:20] this [00:03:22] city Lieutenant [00:03:24] Espinosa it has been our privilege to [00:03:27] have you serve and lead in ranchel [00:03:30] Mirage and we wish you and your family [00:03:33] all the best in your well-earned [00:03:37] retirement and I think I speak for [00:03:39] everybody on this Das and probably [00:03:41] everybody in our community that is so [00:03:44] appreciative and and indebted for the [00:03:47] services that you have [00:03:49] provided I'd now like to invite [00:03:54] um uh your daughter if she is here [00:03:57] Marina Harris to say a few words is [00:04:08] here by the way Mr Mayor congratulations [00:04:11] on those words for for Rick much [00:04:17] appreciate do I stand here yeah yep [00:04:22] okay it is an honor and on behalf of my [00:04:25] family and just all of his friends just [00:04:29] being able to be here and we just like [00:04:31] to thank each and every one of you from [00:04:33] the bottom of our hearts we're just so [00:04:36] grateful um for you recognizing him and [00:04:41] he always told us growing up um he asks [00:04:46] us this question and he's instills it in [00:04:47] his grandchildren as [00:04:49] well what impact does your name [00:04:53] have and he tells them I'm sorry I'm [00:04:56] going to get a little emotional um when [00:04:59] somebody hears your name what do you [00:05:01] want them to think of you when they see [00:05:04] your name they you know know that you're [00:05:07] coming are they going to be excited are [00:05:08] they going to be happy are they going to [00:05:09] be you know know that you're a role [00:05:11] model for other [00:05:13] people and seeing him like with his [00:05:17] retirement and where he's at today we're [00:05:20] just so grateful that he not only [00:05:22] practic what he teaches as well so thank [00:05:25] you and he'll leave a legacy for his [00:05:28] family and we appreciate that [00:05:30] [Applause] [00:05:38] well I must tell you Marina that the [00:05:40] Gratitude is really from us to you and [00:05:44] your [00:05:45] family uh Lieutenant would you like to [00:05:47] say a few words [00:06:03] uh mayor city council um and everyone [00:06:06] here uh thank you uh very much I uh I [00:06:11] just said it I'll say it again I don't [00:06:13] know what I did uh to be assigned uh [00:06:17] here to this city uh and to work with [00:06:20] you uh but um I'm grateful [00:06:25] um the time I've had with you uh the [00:06:28] time I've worked with you Isaiah um has [00:06:32] been nothing but great I have I don't I [00:06:36] haven't had one bad day uh working for [00:06:39] you guys I love um the assignment uh the [00:06:43] people that I work with from the station [00:06:45] uh everyone that has uh come and been [00:06:48] assigned uh to the city of Rancher [00:06:50] Mirage uh has uh bought in uh to the [00:06:55] city and um we give back what you guys [00:06:59] put out [00:07:00] so we thank you I thank you um for [00:07:03] allowing me to be here and represent you [00:07:06] and my department so thank you well we [00:07:09] we are appreciative [00:07:17] Lieutenant I want I want you to stay [00:07:19] right there because we have a little [00:07:21] something uh on the table that we would [00:07:23] like to present to you and I will ask uh [00:07:26] the entire city council and staff uh to [00:07:30] join me down below uh and make a [00:07:33] presentation to the lieutenant so if you [00:07:35] would [00:07:57] please great job [00:08:06] I don't have a cold so I can shake her [00:08:10] hand [00:08:11] Lieutenant um this [00:11:24] emotional but certainly as [00:11:27] important um we now have a presentation [00:11:31] by Keith young who is our representative [00:11:35] to the Palm Springs International [00:11:39] Airport [00:11:40] commission and Keith if you would bring [00:11:43] us up to date on what's going on there [00:11:45] we would appreciate it thank you Mr [00:11:48] Mayor Mr mayor council members and City [00:11:50] staff as always it's a pleasure to be [00:11:52] with you uh to provide you these updates [00:11:54] it continues to be my privilege to [00:11:57] represent our city and our CI citizens [00:12:00] as we develop this vital transportation [00:12:02] and economic resource that is Palm [00:12:05] Springs International [00:12:08] Airport part of what's so exciting about [00:12:10] the airport at this point is the growth [00:12:12] in passenger use of the airport uh as [00:12:15] you'll see from this slide over 3.2 [00:12:17] million people uh traveled through our [00:12:20] airport in [00:12:21] 2024 and five individual months set [00:12:24] passenger alltime records for those [00:12:26] months March of 2024 was actually the [00:12:29] busiest month ever recorded in passenger [00:12:32] traffic in the history of the [00:12:35] airport certainly the airport's master [00:12:37] plan has been in the news a lot lately [00:12:40] and I will endeavor to summarize a few [00:12:42] components of that and also obviously be [00:12:44] available to answer your questions [00:12:45] around that the Palm Spring City Council [00:12:48] approved the conceptual development plan [00:12:50] for the airport on January 23 key [00:12:54] elements of the long-term master plan [00:12:57] include expansion of the airports gates [00:13:00] from 18 to 32 construction of a hybrid [00:13:04] Rental Car Center uh this is two phases [00:13:07] with the second phase of that Center [00:13:08] being built as necessary if demand [00:13:11] increases as anticipated uh this [00:13:14] two-phase approach actually addresses [00:13:16] concerns that people have had both in [00:13:19] terms of um historic preservation as [00:13:22] well as the aesthetic and with this uh [00:13:25] it allows scalability for rental car [00:13:28] demand and to uh not go up if if in fact [00:13:31] in future years it is less than we [00:13:33] currently anticipate the first phase of [00:13:35] that would see a three-story uh building [00:13:39] adjacent to the um current uh terminal [00:13:44] however two of those stories as uh are [00:13:46] currently planned will be underground so [00:13:48] there would only be one above ground [00:13:50] story uh with that first phase of the [00:13:52] rental car center which is the one that [00:13:54] we certainly anticipate will be [00:13:55] completed uh this stage of the plan does [00:13:58] not address Design Elements for any of [00:14:00] the components it's really about staging [00:14:03] the phases um finding the General [00:14:05] locations and addressing scale issues as [00:14:08] related to those components approval of [00:14:10] the plan and this is a really important [00:14:12] thing uh in allows Palm Springs Airport [00:14:15] uh to initiate the necessary squa and [00:14:18] NEPA environmental review processes [00:14:20] those are anticipated to take somewhere [00:14:22] between 12 and 18 months uh and those [00:14:25] have to be as you all know completed [00:14:27] before uh the next stage [00:14:30] the first phase of terminal development [00:14:32] if all that goes as planned uh is [00:14:35] envisioned to include seven new gates uh [00:14:38] a terminal adjacent rental car facility [00:14:40] as I just mentioned a federal inspection [00:14:43] station and this uh FIS is what allows [00:14:45] for direct international flights to Palm [00:14:48] Springs international airport so that we [00:14:50] would have um that facility and capacity [00:14:52] if this ultimately advances as well as [00:14:55] an expanded baggage claim uh certainly [00:14:58] there's some uncertainty around every [00:14:59] component of this plan as it relates to [00:15:01] funding these are large projects with [00:15:04] large budgets uh particularly in the [00:15:06] current uh environment um there is [00:15:09] uncertainty about uh these funding [00:15:12] sources for some of these things uh [00:15:14] discretionary funds from the federal [00:15:16] government are are feeling less certain [00:15:18] uh these days than perhaps they did a [00:15:20] year or two [00:15:22] prior this is a graphic that you're [00:15:24] probably familiar with you've seen on TV [00:15:26] in the newspaper and I've previously [00:15:28] presented here but this highlights key [00:15:30] elements of the two phases on the left [00:15:33] side uh the the orange components here [00:15:35] are phase one on the left and phase two [00:15:37] on the right of the rental car center as [00:15:39] currently conceptualized uh and as [00:15:42] you'll see the green box around the [00:15:44] portion on the right uh is actually land [00:15:47] that the airport does not currently own [00:15:50] so that would require a land acquisition [00:15:52] uh to build that out in the way that it [00:15:54] is currently uh [00:15:56] conceptualized the gates uh [00:15:59] that would be part of phase one is [00:16:01] currently uh developed are those that [00:16:04] are uh just above the rental car center [00:16:08] uh on the left uh the orange part on the [00:16:10] left and those would be the first new [00:16:12] gates the additional Gates on the right [00:16:14] the long um terminal there would be uh a [00:16:17] later phase of the airport development [00:16:21] plan while we wait for that master plan [00:16:24] to move forward there continue to be [00:16:26] ongoing improvements in a variety of [00:16:28] ways [00:16:29] uh the shade is just one such uh [00:16:31] Improvement you may have seen this [00:16:32] previously uh the nude shade structures [00:16:35] outside of TSA as well as one pictured [00:16:38] on the left outside the nine cities uh [00:16:40] food and beverage Outlet uh in the AUA [00:16:42] calenti terminal uh there's also a [00:16:44] feasibility study underway looking at [00:16:47] shading of the Uber and LT pickup areas [00:16:50] outside uh there's some concern about [00:16:52] that given though that with the master [00:16:54] plan traffic patterns in that area may [00:16:56] change and that mean that any shade [00:16:58] structure erected in those areas might [00:17:00] not survive that transition um other [00:17:03] important projects that either have been [00:17:05] are nearly complete in the current [00:17:07] fiscal year include an important taxiway [00:17:10] Rehabilitation uh water fountain [00:17:12] replacement throughout the airport your [00:17:14] commissioner is really proud of those [00:17:15] because I advocated strongly for those [00:17:17] uh roadway signage replacement um the [00:17:20] FIS uh feasibility study and design of a [00:17:23] new baggage handling system other things [00:17:26] that are hopefully uh will come to pass [00:17:28] for the next two or 3 years funding and [00:17:31] design considerations dependent are [00:17:33] construction of a new baggage handling [00:17:35] system a breach gate construction that's [00:17:38] the area as you exit the secure area of [00:17:40] the airport where we go through those um [00:17:43] Turn Style kind of doors that often stop [00:17:45] on us those are really not adequate for [00:17:49] uh current traffic in the airport and so [00:17:51] it is hoped that those will be replaced [00:17:53] as well as elevator replacement and [00:17:55] possibly toward the end of a 2 or three [00:17:57] period if funding can be achieved uh [00:17:59] escalator replacement as [00:18:02] well there are additional um retail and [00:18:05] food and beverage Outlets that continue [00:18:06] to be rolled out uh this is the newest [00:18:08] this is uh only only having open last [00:18:11] month this is Pink Door and this is [00:18:13] available in the public facing areas of [00:18:15] the airport so outside of security so [00:18:18] anyone can access this there are Coffee [00:18:20] espresso drinks both packaged and Fresh [00:18:23] Foods from local vendors uh and I [00:18:26] understand from the airport commission [00:18:27] just last night uh that apparently [00:18:29] they're having uh they're having to work [00:18:32] to keep things in stock because the [00:18:33] utilization of this uh has actually been [00:18:36] so high one priority of the commission [00:18:38] and its committees uh has been to [00:18:41] represent and promote local vendors in [00:18:43] the airport uh 27 local vendors are [00:18:46] currently represented throughout the [00:18:47] retail and food and beverage outlets in [00:18:49] the airport um we are working with wh [00:18:52] Smith the company that uh manages that [00:18:55] portion of airport operations uh for [00:18:57] trying to achieve a goal 15% of sales [00:19:00] from local reps and I'm happy to report [00:19:02] that I learned last night that a ranch a [00:19:03] mirage product from our own brand Dany [00:19:05] tofe uh uh an ice cream toffee bar May [00:19:08] well be making its Palm Springs Airport [00:19:10] debut within the next few [00:19:12] weeks there are recent service editions [00:19:15] many of which you have uh perhaps been [00:19:17] able to sample yourself uh and some of [00:19:19] these are really exciting Delta began in [00:19:21] December offering non-stop service to [00:19:23] JFK on Saturdays a frontier returned to [00:19:26] the airport in December with service to [00:19:29] SFO and Denver uh Porter the Canadian [00:19:31] Airline offers non-stop service to [00:19:33] Toronto and finally United initiated the [00:19:36] first ever non-stop service to [00:19:38] Washington on a Dallas flight that runs [00:19:41] daily uh through April 30th um I've been [00:19:44] advised that both Delta and United [00:19:46] Representatives have indicated they've [00:19:48] been very satisfied with traffic on the [00:19:51] JFK and Dallas roots and while that [00:19:54] doesn't predict any future action it's [00:19:56] certainly what we want to see in terms [00:19:57] of uh keeping an expanded Air [00:20:01] Service there are recent additions to [00:20:03] yearr round service so neither of these [00:20:05] are new service routes uh but they have [00:20:07] recently increased to daily both to [00:20:09] Portland on Alaska and Bellingham on [00:20:12] Allegient and finally uh one uh reminder [00:20:15] for any of you who don't have a real ID [00:20:18] yet uh the previously extended and I [00:20:20] think re-extended deadline for traveling [00:20:22] with a real ID uh is now May 7th of this [00:20:26] year and so in all probability if you've [00:20:29] had a relent driver's license renewal [00:20:31] you have that but if you don't you would [00:20:33] require a passport or other acceptable [00:20:35] form of ID for domestic travel beginning [00:20:38] on May the 7th so that's my brief [00:20:40] summary um would certainly welcome any [00:20:42] questions uh either now or subsequently [00:20:45] or any feedback that you wish for me to [00:20:48] uh take back to the commission well [00:20:50] thank you Keith that's a good report [00:20:53] obviously we're very proud of the uh the [00:20:56] airport and the job that it does are [00:20:59] there any comments uh yes uh [00:21:02] Eve I attended one of the commission [00:21:05] hearings a few months ago and I have to [00:21:08] commend the city and the commission for [00:21:10] their transparency and openness with the [00:21:13] communities and their concerns you've [00:21:15] done a really great job at talking to [00:21:18] those neighbors of the airport and your [00:21:20] residents in general and listening to [00:21:22] their ideas and suggestions about the [00:21:26] placement of the buildings and um I [00:21:28] think that balance that you've struck [00:21:30] with your community is to be commended [00:21:32] because um and your firm that you've [00:21:35] employed to help with this master plan [00:21:37] they're fantastic they so I just want to [00:21:39] commend you as a commission for being [00:21:42] patient with that process letting people [00:21:44] have their time letting their review [00:21:47] become part of your ideas I think that [00:21:50] that is what is in the best service for [00:21:52] you and that this Airport's going to be [00:21:54] fantastic and it's certainly needed um [00:21:57] people are waiting at Gates now for [00:21:58] flights that don't have arrival points [00:22:01] because we're over impacted but with our [00:22:04] community tourism and what that airport [00:22:05] means I think to all of us including our [00:22:07] city this is incredible so thank you for [00:22:11] undertaking this Monumental task thank [00:22:14] you and and that input is vital to [00:22:16] everything we do and we do take it very [00:22:17] seriously so thank you for calling that [00:22:19] out appreciate [00:22:21] it any other comments Mr Mayor yes so um [00:22:25] I think we all know that the primary um [00:22:28] issue for most people who had criticisms [00:22:30] of uh the initial designs uh had to do [00:22:33] with the renter car building so uh the [00:22:35] way in which the airport commission came [00:22:37] about finding a solution to that uh by [00:22:39] the way for those of you who don't know [00:22:41] where the uh renar building is proposed [00:22:44] to be built originally it was scheduled [00:22:46] to be a five-story building and then it [00:22:48] was two stories underground with three [00:22:50] stories above and that still uh resulted [00:22:52] in lots of criticism uh from um from [00:22:55] particularly people in Palm Springs [00:22:57] about the look of the finished product [00:23:00] so the way in which uh the commission [00:23:02] eventually came about a solution to that [00:23:04] building I think uh it's going to create [00:23:06] some problems eventually conceivably [00:23:08] with respect to uh when that second [00:23:10] building if and when it's eventually [00:23:11] built figuring out how to engage in [00:23:13] traffic easily and conveniently between [00:23:15] the two buildings but uh it was a [00:23:17] solution that made sense for uh for the [00:23:19] community for the people of of Palm [00:23:21] Springs and for those who had concerns [00:23:23] about uh the aesthetic look and field of [00:23:24] the airport everyone wants that airport [00:23:27] to look pretty much like like it does [00:23:29] today which is a great airport we all [00:23:30] love it and so I I agree with Eve I [00:23:33] think that uh that the commission you [00:23:35] and your Commissioners are you're did a [00:23:36] great job uh and thank you for finding a [00:23:38] way to come to a solution on that Renta [00:23:41] car building thank you Mr Mayor thank [00:23:43] you presentation part [00:23:56] of the meeting we will we'll now go to [00:23:59] the non-agenda public [00:24:02] comments this is an opportunity for the [00:24:05] public to speak on issues that are not [00:24:08] on the agenda for a maximum of 3 minutes [00:24:12] per speaker should you exceed the 3 [00:24:16] minutes I will ask you to conclude your [00:24:20] comments with [00:24:22] that uh Madam clerk do we have any [00:24:26] requests yes the first speaker is Ken [00:24:29] Dench I'm sorry if I got that last name [00:24:31] wrong it's [00:24:39] okay thank you council members my name [00:24:41] is Ken Deutch and I live in the [00:24:43] beautiful community of Del Web Rancho [00:24:46] Mirage I'm here today joined by fellow [00:24:49] Del Web residents to ask you to preserve [00:24:52] precious open space in the city of [00:24:54] Rancho Mirage and let's be clear we [00:24:57] don't want you to referee HOA issues [00:25:00] that's not why we're here rather we need [00:25:02] you to be aware of an issue that will [00:25:05] ultimately involve the city now here's [00:25:07] some [00:25:08] background this past September our HOA [00:25:11] board voted to convert an attractive [00:25:13] landscaped park into an industrial yard [00:25:17] in the middle of a residential [00:25:19] neighborhood this was done without [00:25:21] notifying residents or asking for [00:25:23] Homeowner input another option for the [00:25:26] industrial yard would be outside our [00:25:28] gates but still on our property this [00:25:31] facility will house Landscaping Vehicles [00:25:34] leading to pollution noise trash and [00:25:37] workers parking on residential streets [00:25:39] all day our quiet enjoyment of the uh [00:25:43] Community is guaranteed in our cc&rs and [00:25:46] is threatened by this action and we must [00:25:49] rely on our city council to help ensure [00:25:51] that our peaceful existence is [00:25:53] maintained now of course the residents [00:25:56] who live closest to the proposed yard [00:25:58] will be most impacted by the negative [00:26:00] effects of this decision they will be [00:26:03] the ones to see smell and hear this [00:26:05] industrial location if the yard is [00:26:08] placed outside our gates that leads to [00:26:10] Los Alamos it'll invite theft as well as [00:26:14] the same negative environmental issues [00:26:17] but please note this is not a not in my [00:26:19] backyard nimi issue residents throughout [00:26:22] the community are Disturbed that a [00:26:24] capricious decision by a few will [00:26:27] eradicate open space for all in our [00:26:29] neighborhood whether outside the Los [00:26:31] Alamos Gates or within the community [00:26:34] known as the Magnum location now this [00:26:37] location was specifically designed as a [00:26:40] landscaped Park in both the original and [00:26:43] final plans that were submitted reviewed [00:26:46] and approved by the city council nearby [00:26:49] residents were told by the Builder they [00:26:51] would look out on this attractive Park [00:26:53] area and it would always be there while [00:26:56] no final decisions have been made we are [00:26:59] here to implore you to deny the [00:27:01] destruction of open space in this [00:27:03] Rancher Mirage neighborhood when it [00:27:06] comes to the attention by our board now [00:27:09] on behalf of my fellow Del Web residents [00:27:11] we thank you for your consideration and [00:27:14] for keeping our city safe and beautiful [00:27:16] thank you thank you for your [00:27:21] comments Christie Jeffrey Hing [00:27:30] good afternoon good afternoon Mr Mayor [00:27:32] uh I just hear um I'm resident of Ranch [00:27:35] Mirage Country Club and in the past 68 [00:27:38] months the city had to take action [00:27:40] against Oasis Ranch for the clubhouse [00:27:43] then they had to go in clean it up and [00:27:45] they cited him for this and build him [00:27:49] for it and from what my understanding is [00:27:52] he has never responded my question is [00:27:55] how far is the city going to go to [00:27:57] maintain or will they continue to go [00:28:00] back as it's Fallen back into disrepair [00:28:03] again with leaves weeds broken tree [00:28:07] limbs all over the place so how far is [00:28:09] the city going to pursue this will they be restored to what is [00:29:39] rightfully mine a city [00:29:41] apartment I'm begging I'm begging you I [00:29:44] could get down on my knees that's how I [00:29:46] feel I dream about it every morning when [00:29:49] I wake up I'm begging you to make the [00:29:52] ethical and compassionate decision to [00:29:54] help me please I'm headed for my 2006 [00:29:58] Toyota Matrix if I die in group that ranks cities [00:36:03] and studies their financial um handling [00:36:06] of local budgets Ranch Mirage received [00:36:10] the highest rating possible ranked third [00:36:12] in the entire state so all of our [00:36:14] residents can be proud that our city is [00:36:18] well-run and financially strong second I [00:36:22] want to congratulate preservation Mirage [00:36:24] on its documentary film Richard nitra's [00:36:28] Maslin house it debuted last night [00:36:30] during modernism week and it tells an [00:36:33] important story about how architectural [00:36:35] and cultural preservation became an [00:36:37] important part of the story of ranchel [00:36:40] Mirage [00:36:44] um this is a picture of the Maslin [00:36:49] house uh which was debuted last night [00:36:52] and it's a beautiful story uh it's a got [00:36:55] a little little bit of controversy about [00:36:57] about it because of the way that the [00:36:59] house was demolished but the Legacy at [00:37:01] leaves is very important these are also [00:37:04] available for [00:37:06] purchase um I want to congratulate um [00:37:11] thank you I want to congratulate the [00:37:13] preservation barrage and Nathan [00:37:16] jru and um Scott Goldstein Dave yur [00:37:21] Melissa Richie Craig trumpan and the [00:37:24] city uh historic preservation Commission [00:37:28] and to our new film was [00:38:01] breathtakingly beautiful it made me [00:38:04] proud that our city is the only city [00:38:06] with its own [00:38:08] Observatory um I attended the Children's [00:38:11] Discovery Museum fundraiser that raises [00:38:13] essential money for the wonderful [00:38:15] programs that benefit the children and [00:38:18] their families and of course the Rancher [00:38:21] marage Writers Festival has become a [00:38:23] world famous event uh so congratulations [00:38:26] to Jamie C [00:38:28] uh Aaron Espinosa debie Miller all of [00:38:32] the library staff and the angels so our [00:38:35] city is filled with great people who do [00:38:37] really good things and tonight some of [00:38:40] those folks are going to be uh [00:38:41] acknowledged at the chambers Ramy Awards Writers [00:41:04] Festival and it brings it brought [00:41:06] together some 75 of the world's best- [00:41:09] known authors journalists and critical [00:41:10] thinkers um Coachella for the brain as [00:41:14] it is sometimes called has become a [00:41:15] highly regarded worldclass festival and [00:41:18] our city is highlighted on a world stage [00:41:21] uh the mayor and I are honored to sit on [00:41:23] the festival board and the reason I [00:41:25] speak to it today is I want to a great [00:41:27] big thank you to all of the city [00:41:29] staffers who work tirelessly to make [00:41:31] this Festival a success so all of our [00:41:33] library staff uh who worked very hard [00:41:36] every day to make it work all of our [00:41:37] library volunteers who helped all of our [00:41:40] city staffers who were there uh to help [00:41:42] control the the uh the event and the [00:41:45] members of our public uh works [00:41:46] department so uh it would not have been [00:41:48] a great success without your efforts and [00:41:50] I salute all of you and your dedication [00:41:53] and hard work is much appreciated uh I [00:41:55] know the mayor is going to talk a little [00:41:56] bit more about the Rus Festival in a few [00:41:58] minutes a couple of other things that I [00:41:59] wanted to talk about um I sit on a [00:42:02] couple of um outside agencies and I [00:42:05] wanted to report on recent meetings of [00:42:07] those agencies to my colleagues and to [00:42:08] the public one of them is visit greater [00:42:11] Palm Springs now the last executive [00:42:13] committee meeting for visit greater Palm [00:42:15] Springs with January 31st at the AO [00:42:18] cayente Resort Hotel vgps is important [00:42:22] to the economic Su success of the [00:42:24] Coachella Valley and to Rancher Mirage [00:42:27] in the city of Ranch Mirage about [00:42:29] 31% of our annual operating revenues [00:42:32] comes from to Trent occupancy taxes uh [00:42:36] and most of those to taxes are generated [00:42:39] by our destination Resort Hotels the [00:42:40] Weston the Omni and the Ritz Carlton and [00:42:43] vgps uh helps Drive visitor traffic that [00:42:46] pays those tot revenues now the [00:42:49] executive committee at the last meeting [00:42:51] approved a set of goals for 2025 and we [00:42:54] reviewed all of the accomplishments of [00:42:55] 2024 I'm going to share just one of [00:42:57] those 2024 accomplishments today uh [00:43:00] convention sales the convention Sales [00:43:02] Group at vgps overachieved in surpassing [00:43:05] the 2024 room night goal for convention [00:43:08] sales more than 237,000 room nights in [00:43:11] this desert many of them right here in [00:43:13] Rancher Mirage uh now that goal there [00:43:15] that that that achievement was about 9% [00:43:18] above our last preco numbers which were [00:43:21] back in 2019 and it was also about 15% [00:43:24] higher than the goal that was set by the [00:43:26] ex executive committee for 2024 so vgps [00:43:29] is doing an effective job in attracting [00:43:32] travelers to our destination and helping [00:43:34] to generate those important tot revenues [00:43:36] the other uh Outside Agency that I sit [00:43:39] on that I wanted to speak to you about [00:43:41] today is the Coachella Valley [00:43:43] Association of governments [00:43:44] Transportation committee so the last [00:43:47] meeting of the transportation committee [00:43:49] was on February 3rd at the seag meeting [00:43:52] room in Palm Desert now I've raised this [00:43:54] issue before here in this chamber and I [00:43:57] to raise it again because I did discuss [00:43:58] it at the last meeting the issue I [00:44:01] raised in the that we've discussed in [00:44:02] the past and I I believe it's very [00:44:04] important to us here in Ranch Mirage I [00:44:06] asked for the transportation committee [00:44:08] to hold to put an item on the agenda for [00:44:11] our next uh committee meeting so that [00:44:13] members can discuss the issue and the [00:44:15] issue is this the Rancher Mar I'm sorry [00:44:18] the Riverside County Transportation [00:44:20] Commission some years ago several years [00:44:21] ago developed What's called the traffic [00:44:23] relief plan and a 1% sales tax to [00:44:26] support that plan the trp it's a broad [00:44:29] plan to address and improve local [00:44:31] roadways major highways and public [00:44:33] transportation throughout the Riverside [00:44:35] County and Coachella Valley now there [00:44:37] are separate plans for three different [00:44:39] Riverside County geographies one of [00:44:41] which is the Coachella Valley now the [00:44:43] trp it was to be funded by a 1% sales [00:44:46] tax that was to have been on the ballot [00:44:49] in November of 2024 now most sales tax [00:44:52] measures require a 67% supermajority [00:44:55] vote for Passage [00:44:57] rctc had hoped that Passage would be [00:45:00] subject to a new California law that [00:45:02] would have allowed passage with a 55% [00:45:05] vote but the state legislators decided [00:45:07] against the 55% vote so uh as public [00:45:10] surveys indicated that the measure would [00:45:13] pass but only with a 60% vote that tax [00:45:16] measure was pulled that doesn't mean it [00:45:18] won't come back rctc will have to fight [00:45:21] the battle in the future and they are [00:45:22] going to so what's my issue why am I [00:45:24] talking about this today and what do I [00:45:26] think we need to do about it today voter [00:45:28] surveys that the rctc conducted about [00:45:32] use of those funds most of the voters [00:45:35] suggested that what they wanted those [00:45:36] funds to be used for uh were to fix and [00:45:40] keep our local roads in good working [00:45:42] order now in the other two Riverside [00:45:46] County rctc regions each City would have [00:45:49] received a share of that tax revenue and [00:45:51] that's probably what we be planned again [00:45:52] in the future uh when this measure comes [00:45:55] back to the ballot the only only city in [00:45:58] the only cities in Riverside County that [00:46:01] were not to achieve or to re to to [00:46:04] receive some share of those funds were [00:46:06] here in the Coachella Valley seag [00:46:09] Coachella Valley Association of [00:46:10] governments was set to receive 100% of [00:46:13] those funds here's a problem and the [00:46:15] problem is that our public works [00:46:17] department in this city and the Public [00:46:19] Works departments in every city in this [00:46:21] desert they are the groups that actually [00:46:23] repair the local roadways that the [00:46:25] citizens who were serve said was the [00:46:27] most important use of those [00:46:30] funds help me understand why is it the [00:46:33] case that not one cent of those revenues [00:46:35] would come to the city to do that which [00:46:37] the voters said they wanted done well [00:46:39] that's why I'm talking about this today [00:46:42] it is the case that this measure will [00:46:43] come back to the ballot either in [00:46:45] November of 2026 or November 2028 sounds [00:46:48] like a long time off but if we are to [00:46:51] fix this issue and make sure that we get [00:46:54] our fair share of those revenues if and [00:46:57] when this tax measure is passed we need [00:46:59] to start working on it today and that's [00:47:02] why I brought it up at the [00:47:03] transportation committee at the last [00:47:04] meeting that's why I asked it to be on [00:47:06] the agenda for our next meeting so that [00:47:08] the transportation committee can put a [00:47:10] stake on the ground with the opinion [00:47:13] that some of those funds must come to [00:47:14] our our city in my opinion it should be [00:47:16] similar to the way in which measure a [00:47:18] funds are are divided among the cities [00:47:20] and and with the uh C with with the cell [00:47:23] Valley Association of governments we get [00:47:24] 35% of those dollars we get should get 3 [00:47:26] 5% of these dollars if and when this [00:47:28] measure is passed so um I propose that [00:47:32] the traffic commission discuss this [00:47:33] matter and stake out an official [00:47:34] position and I also encourage the mayor [00:47:36] who sits on the executive committee of [00:47:38] CAG to do the same with the executive [00:47:40] committee and I encourage uh council [00:47:43] member fromberg edstein to do the same [00:47:45] Eve now sits on rctc she's our [00:47:47] representative to rctc and together we [00:47:49] need to make our voices known that we [00:47:52] expect to get a fair share of those tax [00:47:54] revenues if and when this measure not [00:47:56] when but if [00:47:57] not I'm sorry not if but when this [00:47:59] measure comes back to the ballot [00:48:00] November 26 or November 28th thank you [00:48:02] Mr Mayor thank you Steve and I can [00:48:05] assure you that uh as chairman of the [00:48:08] seag executive [00:48:10] committee uh that I will uh uh ride her [00:48:14] on properties uh and so that's what we [00:58:03] strive to do and uh we will also uh [00:58:07] follow uh the Court ruling um uh when [00:58:11] they review uh such [00:58:14] cases uh when it comes to abatement of [00:58:16] properties uh within the city uh that [00:58:19] fall into [00:58:20] disrepair um there's been times in the [00:58:23] past and I expect times in the future [00:58:25] where we have had to Abate uh the same [00:58:28] property multiple times uh we try not to [00:58:32] uh Abate but uh when a property owner [00:58:35] does not comply and clean up the [00:58:37] property themselves then the city will [00:58:39] step in and do that and then we assess [00:58:41] those charges on the tax [00:58:44] roll uh when it comes to uh you know a [00:58:48] potential maintenance [01:01:51] Energy Authority as well as to propose a [01:01:54] armier rate reduction as well as to [01:01:56] discuss discuss the drivers of rising [01:01:59] electric [01:02:01] costs over the last four years [01:02:03] electricity rates have continued to rise [01:02:06] the graph shown on the screen now shows [01:02:08] that since 2021 se's delivery and [01:02:11] transmission costs have risen by nearly [01:02:13] 60% while arm's generation portion of [01:02:16] the bill has risen about [01:02:18] 177% the average residential customer [01:02:21] went from paying 25 cents to 36 Cents a [01:02:24] kilowatt is where we currently at we can [01:02:28] see that delivery and transmission costs [01:02:29] are a large driver of why electricity [01:02:32] has risen so drastically and this is not [01:02:35] a portion of the service that rmea [01:02:38] controls or has any jurisdiction or [01:02:40] authority over this is something that [01:02:42] all SCE customers pay regardless of [01:02:45] whether they are with rmea or [01:02:49] not rmea has kept its generation rates [01:02:52] stable and remains committed to [01:02:54] affordability to date we we have saved [01:02:56] our customers over $4 million and we [01:02:59] have launched three new rebate programs [01:03:00] to help our customers take control of [01:03:02] their power we encouraging them to [01:03:05] reduce their bills through reducing [01:03:06] their energy consumption through [01:03:08] efficiency [01:03:09] measures reducing time of use cost by [01:03:12] providing a battery program that [01:03:14] provides rebates and helping with the [01:03:16] transition to electric vehicles by [01:03:18] offering rebates for evv [01:03:21] Chargers to help offset Rising costs I'm [01:03:24] requesting that c Council approve a [01:03:26] generation rate decrease which will [01:03:28] result in approximately $900,000 coming [01:03:31] from the rate stability Reserve fund for [01:03:33] fiscal year 2025 this adjustment will [01:03:36] help mitigate Rising costs and ensure [01:03:38] that our customers continue to receive [01:03:39] reliable and affordable energy this [01:03:42] concludes my presentation compatibility with [01:14:04] the city's General plan in maintaining [01:14:07] the use of high quality [01:14:09] materials public hearing notices were [01:14:11] sent out on January 29 [01:14:13] 2025 we received one comment which has [01:14:16] been distributed to council prior to [01:14:18] today's meeting staff recommends that [01:14:21] the city council make the action as [01:14:23] shown [01:14:51] modular and we're here today seeking [01:14:53] your approval for our 10 acre [01:14:54] residential development [01:14:59] PR uh as po already stated most of the [01:15:03] details prier is 28 Lots uh with a front [01:15:06] house and back house that are both 3D [01:15:08] printed uh unique structures we have [01:15:10] modern architecture and sustainable [01:15:12] features that come built in uh the [01:15:15] project site is uh close to Ginger [01:15:17] Rogers and Via Joseph occupying 10 acres [01:15:20] uh less than a mile north of cotino uh [01:15:23] lots of beautiful developments going up [01:15:25] in the area and our houses are going to [01:15:27] fit right [01:15:28] in um what else here uh we our our comes [01:15:32] are unique so the 3D printed uh [01:15:34] manufacturing brings very high quality [01:15:36] and they're extremely durable uh very [01:15:39] low total cost of ownership and one of [01:15:42] our main themes is to blend in [01:15:44] seamlessly with the [01:15:46] desert many of you have already been out [01:15:48] to our Desert Hot Springs development [01:15:50] and it's good to see you again uh you've [01:15:52] seen the construction and there's a [01:15:54] picture on the left of the walls going [01:15:55] up they're actually printed in a factory [01:15:58] and shipped to the site and then we [01:16:00] stand them up on a slab on grade um you [01:16:02] can see some of the different textures [01:16:04] on the right there uh literally we can [01:16:06] print just about anything into these [01:16:08] panels um there's very uh big Windows um [01:16:13] kind of oversized features uh impressive [01:16:15] buildings if you actually go up and [01:16:17] touch one of those monolithic panels you [01:16:19] get a sense of there's sort of a [01:16:21] grandure of them um and the Interiors [01:16:24] are modern kind of a European look and [01:16:28] feel uh the product itself is [01:16:31] manufactured by a partner mod Mighty [01:16:33] buildings uh they use a 3D printing [01:16:35] process to actually print the walls and [01:16:37] then some more robots come in and do [01:16:39] some uh milling and then there's a [01:16:42] polishing process and then they get [01:16:43] painted uh packed in a crate and shipped [01:16:46] to the [01:16:47] site um and as I mentioned when they're [01:16:49] delivered to the site we just stand them [01:16:51] up uh put the roof on which is also a [01:16:53] pre-fabricated component and we can have [01:16:55] the building shell up in a matter of [01:16:57] days literally a week you have a house [01:17:02] standing um talked about sustainability [01:17:05] so uh the actual material itself is very [01:17:08] similar to Concrete but it's lighter and [01:17:10] lasts longer uh will not degrade when [01:17:13] exposed to water like concrete U we say [01:17:15] it'll last 10,000 years who knows I [01:17:17] won't be around but uh uh the polymer [01:17:20] itself uses some waste products um [01:17:23] specifically from aluminum processing so [01:17:25] that would normally get thrown out but [01:17:26] we're actually building the walls out of [01:17:27] it and using something that's wasteful [01:17:30] uh there's hardly any wood in the [01:17:32] construction so these homes are fire [01:17:34] resistant and maybe that applies more [01:17:37] out in La where I'm at but um they won't [01:17:39] they wouldn't burn down typically not [01:17:41] not a big deal out here um very good uh [01:17:44] insulation and soundproofing uh the [01:17:47] walls are about 8 in thick after you get [01:17:49] all the drywall on and uh we're going to [01:17:51] add gray water systems and we intend to [01:17:54] have enough uh solar capacity so they're [01:17:56] pretty much off- grid I try to use no [01:18:00] power um again here's our Desert Hot [01:18:03] Springs development uh we have 20 10 [01:18:06] Lots completed 20 homes um it's going to [01:18:10] be the same exact uh construction method [01:18:12] here in ranchel Mirage just on a bigger [01:18:14] scale and and much nicer [01:18:17] houses okay and that's it for my quick [01:18:19] presentation uh any [01:18:22] questions well I will comment that um as [01:18:25] you as you [01:18:27] mentioned uh a number of us toured your [01:18:30] your development in Desert Hot Springs [01:18:33] you know you you preconceive ideas when [01:18:35] you hear 3D [01:18:37] printing at least I did and I said you [01:18:41] know what kind of a house is going to [01:18:42] come out of a printer well [01:18:46] obviously uh this is quite remarkable [01:18:49] and it's almost like um uh a tilt up [01:18:53] situation where where things are [01:18:56] delivered uh and then assembled on on [01:19:00] site uh and extremely attractive and are [01:19:04] selling well there and I'm sure that [01:19:06] they will sell exceedingly well in ranch [01:19:09] and Mirage so again we were we were most [01:19:14] placed with your product looked [01:19:16] extremely good are there any other [01:19:19] comments that my colleagues have uh yes [01:19:22] thank you Mr Mayor Adam thank you again product uh so you talked about fire [01:19:41] resistance uh one of the other issues [01:19:43] that is more likely to occur for us is [01:19:45] is earthquakes so talk to us about [01:19:47] sustainability and how this product Will [01:19:50] Survive those kinds of events sure so [01:19:53] regarding earthquakes um they're [01:19:55] absolutely up to California sizing [01:19:58] standards uh the the 3D printed walls [01:20:01] themselves have high strength steel [01:20:03] going around them very thick heavy gauge [01:20:05] steel uh they're not going to fall over [01:20:08] um we we say they're bulletproof um not [01:20:10] that that's our concern but uh um they [01:20:13] they're Rock Solid um I wouldn't worry [01:20:16] about it um um the sustainability side [01:20:21] um probably the one of the main things [01:20:24] about it is the factory built nature of [01:20:25] it so there's very little waste in the [01:20:29] construction um we're not going out to [01:20:31] the site and cutting a bunch of 2x4s and [01:20:33] throwing Lumber in the in the [01:20:35] trash um the manufacturer actually [01:20:39] procures all of the product and material [01:20:41] and sends it to us basically um so [01:20:44] that's a very tightly controlled supply [01:20:46] chain um we don't have as many quality [01:20:50] issues because of the factory built [01:20:51] nature of it there's tighter quality [01:20:53] control there um um uh very they they [01:20:57] like to say well we want to say Net Zero [01:21:00] carbon but I don't think we're we're [01:21:02] quite there yet carbon emissions um [01:21:04] there's still a little bit of carbon [01:21:06] emission that you net out of this um [01:21:09] yeah that's I think that and tell us [01:21:11] about um the utility expense to uh once [01:21:14] you live in one of these uh one of these [01:21:16] buildings so we just had a presentation [01:21:19] by uh by uh Jessica about rmea and [01:21:22] what's happening to uh electric rates in [01:21:24] the city what about living in this [01:21:26] building what will your utility cost be [01:21:28] like compared to a traditional [01:21:30] construction well hopefully there'll be [01:21:32] lower there's a whole lot of insulation [01:21:35] um like I said the walls are 8 in thick [01:21:38] and and they go beyond the minimum I [01:21:40] think which is [01:21:41] r24 R39 depending on where you are um [01:21:46] the inclusion of a whole lot of solar [01:21:49] panels is hopefully you won't have an [01:21:51] electric bill at all and be able to [01:21:53] charge your EV and run your pool pump [01:21:55] and and all that good stuff um there [01:21:58] might be a a battery option so we have [01:22:01] backup power and if the power goes out [01:22:03] uh you'll be good for a little while as [01:22:04] long as the Sun's shining um yeah okay [01:22:07] and tell me one more thing uh that I [01:22:09] think is going to be different here in [01:22:11] Ranch Mirage versus the product that we [01:22:12] saw in in Desert Hot Springs tell us [01:22:15] about the look of the exterior panels [01:22:18] that we will see here in Ranch Mirage [01:22:20] versus what we saw in desert hot springs [01:22:23] and also secondly tell me about the pool [01:22:25] construction I have to tell you that's [01:22:27] the that was my least favorite issue [01:22:29] about the desert hot springs product so [01:22:30] tell us about that yes sir we we heard [01:22:32] about the pools um so uh the 3D printed [01:22:36] walls um some of them will be like what [01:22:38] you saw but then we have these [01:22:40] parametric panels so that's how we spice [01:22:42] it up a little bit in the front facades [01:22:44] um we don't want it to all look the same [01:22:46] like Cookie Cutter prefab homes uh so we [01:22:50] can put a number of these different [01:22:51] textured panels on the front and the [01:22:53] sides of the house to kind of break up [01:22:56] the lines and make things look different [01:22:58] um the pools so uh what you saw in [01:23:01] Desert Hot Springs was a a very [01:23:03] cost-effective way to put a pool in [01:23:05] they're fiberglass pool shells that we [01:23:07] just drop into a hole and then put some [01:23:09] concrete around to make it look nice but [01:23:11] uh we will not be doing that here um [01:23:13] these homes demand a a really cool pool [01:23:17] let's say so they will be we're going to [01:23:20] let the the buyers probably tell us what [01:23:22] they want um design them you know you [01:23:24] want stamped concrete and a rock Grotto [01:23:26] or just some straight lines or um [01:23:29] they'll be nice pools thank you Adam [01:23:32] I'll invite you for a [01:23:34] swim thanks thank you Mr Mayor actually [01:23:38] uh that was one of my points when we [01:23:41] inspected the uh the property that I [01:23:45] anticipated that your your pools and [01:23:47] ranchel marage would be I was most impressed [01:24:05] with your SK beams and the instulation I [01:24:07] think one of the most [01:24:09] attractive um components especially [01:24:12] given our recent experiences with Los [01:24:14] Angeles is that it's fire gr I'm sure [01:24:18] insurance companies will most welcome [01:24:20] that in a time when as a realtor during [01:24:23] the day it's very difficult [01:24:25] for a new homeowner or purching a person [01:24:28] purchasing a home is having difficulty [01:24:30] getting insurance so this would be most [01:24:34] uh welcome yeah and we're looking at [01:24:36] going into the the burn zones to help [01:24:38] rebuild I actually live out there so [01:24:40] very close to one of the zones um and [01:24:42] these might be a good fit for sure [01:24:45] terrific any other comments yes Eve how [01:24:49] do you foresee long-term maintenance on [01:24:51] this home as compared to a traditionally [01:24:53] built home sorry pardon my voice it [01:24:56] should be uh lower that's one of our [01:24:58] main selling points um the fact that you [01:25:01] don't have any wood means you'll never [01:25:03] get termites and every every home in [01:25:06] SoCal has termites usually um there so [01:25:10] the wood won't get eaten it won't rot it [01:25:13] won't mold there there is no wood um you [01:25:17] the panels are so durable um there [01:25:20] there's very little to do them you can [01:25:22] go out and we just pressure wash them to [01:25:24] get dust off but they look just brand [01:25:26] new when you do that um they can be [01:25:28] painted any color if you wanted to [01:25:32] um I yeah I think uh when when it the [01:25:36] design is meant to be sustainable and [01:25:39] and part of sustainable is uh long-term [01:25:42] durability and low cost so no issues of [01:25:45] cracking on those polymer panels as [01:25:47] there are a stck out no no we haven't [01:25:51] had a single crack once they're standing [01:25:54] um there was one that maybe got put down [01:25:56] a little hard and we opened it up and it [01:25:58] was cracked but um be careful with them [01:26:00] yeah [01:26:01] right thank you successfully [01:43:07] called follow the money if you look in [01:43:10] your budget book in the special Revenue [01:43:12] funds tab you will find section 248 fund [01:43:15] 248 is funded by CSA 152 this is [01:43:20] essentially a Voluntary Assessment [01:43:22] District that we partici participated in [01:43:23] since 1993 with the county which helps [01:43:26] us administer uh storm water programs [01:43:30] that are uh requirements by the federal [01:43:32] government um some of the activities [01:43:34] that are taken with this money are storm [01:43:36] drain cleaning uh catch Basin cleaning [01:43:39] and street sweeping uh this provides a [01:43:41] funding mechanism of approximately $150 [01:43:44] to $160,000 annually uh again it is [01:43:47] completely voluntary the contract that [01:43:49] is on the agenda is an initial term of 5 [01:43:52] years with two 2-year extensions for a [01:43:55] total of nine years this is consistent [01:43:57] with past terms uh with the county they [01:44:00] do all the administration they collect [01:44:02] all the funds through the property tax [01:44:04] roles and they they distribute to the uh [01:44:06] member agencies so with that staff would [01:44:08] recommend approval of said contract and [01:44:10] are happy to answer any questions that [01:44:12] you might have right thank you are there [01:44:15] any public
